Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to appropriation, the Department of Human Services shall replace SNAP benefits that were stolen from a recipient's electronic benefits transfer card by means of card skimming, card cloning, or some other similar fraudulent method during the period October 1, 2022 through September 30, 2026. Provides that the Department may adopt any rules necessary to implement the amendatory Act, including rules on how to accept and substantiate recipient claims for SNAP benefits stolen by means of card skimming, card cloning, or some other similar fraudulent method. Provides that the amendatory Act is repealed on January 1, 2027. Effective immediately.

| 4 | | Section 5. The Illinois Public Aid Code is amended by |
| 5 | | adding Section 5-47 as follows:

| 7 | | Sec. 5-47. Stolen SNAP benefits replacement. |
| 8 | | (a) As used in this Section, "electronic benefits transfer |
| 9 | | card" means the LINK card issued by the Department of
Human |
| 10 | | Services for the purpose of enabling a user of the card
to |
| 11 | | obtain Supplemental Nutrition Assistance Program (SNAP)
|
| 12 | | benefits or cash. |
| 13 | | (b) Subject to appropriation, the Department of Human |
| 14 | | Services shall replace SNAP benefits that were stolen from a |
| 15 | | recipient's electronic benefits transfer card by means of card |
| 16 | | skimming, card cloning, or some other similar fraudulent |
| 17 | | method during the period October 1, 2022 through September 30, |
| 18 | | 2026. The Department may adopt any rules necessary to |
| 19 | | implement this provision, including rules on how to accept and |
