| 2 | | AMENDMENT NO. ______. Amend House Bill 4196 on page 1, |
| 3 | | immediately below line 3, by inserting the following:

| 4 | | "Section 1. Findings. The General Assembly finds and |
| 5 | | declares the following. Since 2001, the federal government has |
| 6 | | focused on transitioning automobiles from being powered by |
| 7 | | gasoline to being powered by electricity. In 2024, the federal |
| 8 | | government set a goal to have the majority of passenger cars |
| 9 | | and light trucks be all-electric or hybrids by 2032. There are |
| 10 | | currently several federal funding programs aimed at |
| 11 | | incentivizing this transition, including the Carbon Reduction |
| 12 | | Program, the Congestion Mitigation and Air Quality Improvement |
| 13 | | Program, the EPA Clean School Bus Program, and the Clean |
| 14 | | Heavy-Duty Vehicles Program. The goal of this amendatory Act |
| 15 | | of the 103rd General Assembly is to capture and use federal |
| 16 | | funds from these existing programs or any programs that would |
| 17 | | become available in the future.". |
