| 4 | | No. 1, on page 4, immediately below line 5, by inserting the |

| 6 | | "(f) Failure to provide the pre-sale disclosure in |
| 7 | | accordance with this Section may result in a minimum monetary |
| 8 | | penalty of $500 at the discretion of the Department. The |
| 9 | | Department shall adopt rules to enforce this Section and |
| 10 | | provide for factors to be considered when imposing monetary |
| 11 | | penalties and for repeat violations of this Section.". |
