2 | | AMENDMENT NO. ______. Amend House Bill 4535 by replacing |
3 | | everything after the enacting clause with the following: |
4 | | "Section 5. The Illinois Vehicle Code is amended by |
5 | | changing Sections 3-651, 3-698, and 3-699.15 as follows: |
6 | | (625 ILCS 5/3-651) |
7 | | Sec. 3-651. U.S. Marine Corps license plates. |
8 | | (a) In addition to any other special license plate, the |
9 | | Secretary, upon receipt of all applicable fees and |
10 | | applications made in the form prescribed by the Secretary of |
11 | | State, may issue special registration plates designated as |
12 | | U.S. Marine Corps license plates to residents of Illinois who |
13 | | meet eligibility requirements prescribed by the Secretary of |
14 | | State. The special plate issued under this Section shall be |
15 | | affixed only to passenger vehicles of the first division, |
16 | | motorcycles, motor vehicles of the second division weighing |

1 | | not more than 8,000 pounds, and recreational vehicles as |
2 | | defined by Section 1-169 of this Code. Plates issued under |
3 | | this Section shall expire according to the staggered |
4 | | multi-year procedure established by Section 3-414.1 of this |
5 | | Code. |
6 | | (b) The design, color, and format of the plates shall be |
7 | | wholly within the discretion of the Secretary of State, except |
8 | | that the U.S. Marine Corps emblem shall appear on the plates. |
9 | | The Secretary may, in his or her discretion, allow the plates |
10 | | to be issued as vanity or personalized plates in accordance |
11 | | with Section 3-405.1 of this Code. The plates are not required |
12 | | to designate "Land Of Lincoln", as prescribed in subsection |
13 | | (b) of Section 3-412 of this Code. The Secretary shall |
14 | | prescribe the eligibility requirements and, in his or her |
15 | | discretion, shall approve and prescribe stickers or decals as |
16 | | provided under Section 3-412. |
17 | | (c) An applicant shall be charged a $5 fee for original |
18 | | issuance in addition to the applicable registration fee. This |
19 | | additional fee shall be deposited into the Marine Corps |
20 | | Scholarship Fund. For each registration renewal period, an $18 |
21 | | fee, in addition to the appropriate registration fee, shall be |
22 | | charged. This additional fee shall be deposited into the |
23 | | Marine Corps Scholarship Fund. |
24 | | The Secretary of State shall waive any additional fees |
25 | | under this subsection if the individual requesting the license |
26 | | plate: |

1 | | (1) requests that the additional fees be waived; and |
2 | | (2) is serving or has served in any branch of the |
3 | | United States Armed Forces, including the National Guard |
4 | | or other reserve components of the Armed Forces. |
5 | | (d) The Marine Corps Scholarship Fund is created as a |
6 | | special fund in the State treasury. All moneys in the Marine |
7 | | Corps Scholarship Fund shall, subject to appropriation by the |
8 | | General Assembly and distribution by the Secretary, be used by |
9 | | the Marine Corps Coordinating Council of Illinois, Inc., a |
10 | | recognized charitable organization that meets the requirements |
11 | | of Title 26, Section 501(c)(3) of the United States Code, to |
12 | | provide grants for scholarships for higher education. The |
13 | | scholarship recipients must be the children of current or |
14 | | former members of the United States Marine Corps who meet the |
15 | | academic, financial, and other requirements established by the |
16 | | Marine Corps Scholarship Foundation. In addition, the |
17 | | recipients must be Illinois residents and must attend a |
18 | | college or university located within the State of Illinois. |
19 | | (e) In addition, the Marine Corps Coordinating Council of |
20 | | Illinois is authorized to provide grants to the Marine Corps |
21 | | Scholarship Foundation, the Young Marine National Foundation, |
22 | | the Women Marines Association, and to any local chapter of the |
23 | | Marine Corps League that is located in Illinois. Any grant |
24 | | money paid from the Marine Corps Scholarship Fund shall be |
25 | | used for scholarships for undergraduate, graduate, and career |
26 | | and technical education and certification, financial |

1 | | assistance, or monetary awards to veterans or veterans' |
2 | | families that are located within the State of Illinois. |

6 | | (a) The Secretary, upon receipt of all applicable fees and |

25 | | Secretary, as grants to the Rantoul Historical Society and |
26 | | Museum, or any other charitable foundation responsible for the |

1 | | former exhibits and collections of the Chanute Air Museum, for |
2 | | operational and program expenses of the Chanute Air Museum and |
3 | | any other structure housing exhibits and collections of the |
4 | | Chanute Air Museum. |

7 | | Sec. 3-699.15. Coast Guard license plates. |
8 | | (a) The Secretary, upon receipt of all applicable fees and |
9 | | applications made in the form prescribed by the Secretary of |
10 | | State, may issue special registration plates designated as |
11 | | U.S. Coast Guard plates. The special plates issued under this |
12 | | Section shall be affixed only to passenger vehicles of the |
13 | | first division or motor vehicles of the second division |
14 | | weighing not more than 8,000 pounds. Plates under this Section |
15 | | shall expire according to the multi-year procedure established |
16 | | by Section 3-414.1 of this Code. |
17 | | (b) The design and color of the special plates shall be |
18 | | wholly within the discretion of the Secretary. Appropriate |
19 | | documentation, as determined by the Secretary, shall accompany |
20 | | each application. |
21 | | (c) An applicant shall be charged a $26 fee for the |
22 | | original issuance in addition to the appropriate registration |
23 | | fee, if applicable. Of this fee, $11 shall be deposited into |
24 | | the Illinois Veterans' Homes Fund and $15 shall be deposited |
25 | | into the Secretary of State Special License Plate Fund. For |
