2    AMENDMENT NO. ______. Amend House Bill 4589 on page 1, 
3line 9, by deleting "changing Sections 1-118, 5-401.2, and 
45-402.1 and by"; and
 
5by deleting line 4 on page 2 through line 14 on page 22; and
 
6on page 23, lines 13 through 14, by deleting "except catalytic 
7converters"; and
 
8on page 24, line 1, by deleting "except catalytic converters"; 
9and
 
10on page 25, by replacing line 13 with "any numbers, bar codes, 
11stickers, or other unique markings of the"; and 
 
12on page 25, line 24, by replacing "registration" with "uniform 
13invoice"; and

1on page 27, by replacing lines 13 through 15 with "recycler or 
2scrap processor."; and 
 
3on page 27, by replacing lines 16 through 22 with the

5    "(b) (Blank). This Section shall not apply when the seller

7the seller is the owner of the recyclable metal material or is 
8authorized to sell the material on behalf of the owner. The 
9recyclable metal dealer shall copy any such documentation and 
10maintain it along with the purchase record required by Section 
113 of this Act."; and
