AMENDMENT TO HOUSE BILL 4955

2    AMENDMENT NO. ______. Amend House Bill 4955, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:
 
5    "Section 5. The School Code is amended by adding Section 
62-3.64a-20 as follows:
 
7    (105 ILCS 5/2-3.64a-20 new)
8    Sec. 2-3.64a-20. Restrictions on grades kindergarten 
9through 6 assessments.
10    (a) On or after the effective date of this amendatory Act 
11of the 103rd General Assembly, the State Board of Education 
12may not mandate or require the use of funding for any 
13additional standardized assessments in the content areas of 
14English language arts, mathematics, or science in grades 
15kindergarten through 6 beyond the requirements of federal law.
16    (b) Nothing in this Section may be construed to limit the

1ability of a classroom teacher or school district to develop, 
2purchase, administer, or score an assessment for an individual 
3classroom, grade level, or group of grade levels in any 
4subject area in grades kindergarten through 6.
5    (c) The State Board of Education shall explore any 
6assessment flexibility afforded to states through waivers 
7under federal law.".
