1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. This Act may be referred to as the Melanoma
5Education Law.
 
6    Section 5. The Acupuncture Practice Act is amended by
7adding Section 41 as follows:
 
8    (225 ILCS 2/41 new)
9    Sec. 41. Abnormal skin growth education.
10    (a) In addition to any other requirements under this Act,
11the following applicants must provide proof of completion of a
12course approved by the Department in abnormal skin growth
13education, including training on identifying melanoma:
14        (1) An applicant who submits an application for
15    original licensure on or after January 1, 2026.
16        (2) An applicant who was licensed before January 1,
17    2026 when submitting the applicant's first application for
18    renewal or restoration of a license on or after January 1,
19    2026.
20    (b) Nothing in this Section shall be construed to create a
21cause of action or any civil liabilities or to require or
22permit a licensee or applicant under this Act to practice

1medicine or otherwise practice outside of the scope of
2practice of a licensed acupuncturist.
3    (c) A person licensed under this Act may refer an
4individual to seek care from a medical professional regarding
5an abnormal skin growth. Neither a person licensed under this
6Act who completes abnormal skin growth education as a part of
7the person's continuing education, nor the person's employer,
8shall be civilly or criminally liable for acting in good faith
9or failing to act on information obtained during the course of
10practicing in the person's profession or employment concerning
11potential abnormal skin growths.
 
12    Section 10. The Illinois Athletic Trainers Practice Act is
13amended by adding Section 9.5 as follows:
 
14    (225 ILCS 5/9.5 new)
15    Sec. 9.5. Abnormal skin growth education.
16    (a) In addition to any other requirements under this Act,
17the following applicants must provide proof of completion of a
18course approved by the Department in abnormal skin growth
19education, including training on identifying melanoma:
20        (1) An applicant who submits an application for
21    original licensure on or after January 1, 2026.
22        (2) An applicant who was licensed before January 1,
23    2026 when submitting the applicant's first application for
24    renewal or restoration of a license on or after January 1,

1    2026.
2    (b) Nothing in this Section shall be construed to create a
3cause of action or any civil liabilities or to require or
4permit a licensee or applicant under this Act to practice
5medicine or otherwise practice outside of the scope of
6practice of a licensed athletic trainer.
7    (c) A person licensed under this Act may refer an
8individual to seek care from a medical professional regarding
9an abnormal skin growth. Neither a person licensed under this
10Act who completes abnormal skin growth education as a part of
11the person's continuing education, nor the person's employer,
12shall be civilly or criminally liable for acting in good faith
13or failing to act on information obtained during the course of
14practicing in the person's profession or employment concerning
15potential abnormal skin growths.
 
16    Section 15. The Massage Licensing Act is amended by adding
17Section 68 as follows:
 
18    (225 ILCS 57/68 new)
19    Sec. 68. Abnormal skin growth education.
20    (a) In addition to any other requirements under this Act,
21the following applicants must provide proof of completion of a
22course approved by the Department in abnormal skin growth
23education, including training on identifying melanoma:
24        (1) An applicant who submits an application for

1    original licensure on or after January 1, 2026.
2        (2) An applicant who was licensed before January 1,
3    2026 when submitting the applicant's first application for
4    renewal or restoration of a license on or after January 1,

6    (b) Nothing in this Section shall be construed to create a
7cause of action or any civil liabilities or to require or
8permit a licensee or applicant under this Act to practice
9medicine or otherwise practice outside of the scope of
10practice of a licensed massage therapist.
11    (c) A person licensed under this Act may refer an
12individual to seek care from a medical professional regarding
13an abnormal skin growth. Neither a person licensed under this
14Act who completes abnormal skin growth education as a part of
15the person's continuing education, nor the person's employer,
16shall be civilly or criminally liable for acting in good faith
17or failing to act on information obtained during the course of
18practicing in the person's profession or employment concerning
19potential abnormal skin growths.
 
20    Section 20. The Naprapathic Practice Act is amended by
21adding Section 66 as follows:
 
22    (225 ILCS 63/66 new)
23    Sec. 66. Abnormal skin growth education.
24    (a) In addition to any other requirements under this Act,

3education, including training on identifying melanoma:

15    (c) A person licensed under this Act may refer an
16individual to seek care from a medical professional regarding
17an abnormal skin growth. Neither a person licensed under this
18Act who completes abnormal skin growth education as a part of
19the person's continuing education, nor the person's employer,
20shall be civilly or criminally liable for acting in good faith
21or failing to act on information obtained during the course of
22practicing in the person's profession or employment concerning
23potential abnormal skin growths.
 
24    Section 25. The Barber, Cosmetology, Esthetics, Hair
25Braiding, and Nail Technology Act of 1985 is amended by adding

1Section 1-7.10 as follows:
 
2    (225 ILCS 410/1-7.10 new)
3    Sec. 1-7.10. Abnormal skin growth education.
4    (a) In addition to any other requirements under this Act,
5the following applicants must provide proof of completion of a
6course approved by the Department in abnormal skin growth
7education, including training on identifying melanoma:
8        (1) An applicant who submits an application for
9    original licensure on or after January 1, 2026.
10        (2) An applicant who was licensed before January 1,
11    2026 when submitting the applicant's first application for
12    renewal or restoration of a license on or after January 1,
13    2026.
14    (b) Nothing in this Section shall be construed to create a
15cause of action or any civil liabilities or to require or
16permit a licensee or applicant under this Act to practice
17medicine or otherwise practice outside of the scope of
18practice of a licensed barber, cosmetologist, esthetician,
19hair braider, or nail technician.
20    (c) A person licensed under this Act may refer an
21individual to seek care from a medical professional regarding
22an abnormal skin growth. Neither a person licensed under this
23Act who completes abnormal skin growth education as a part of
24the person's continuing education, nor the person's employer,
25shall be civilly or criminally liable for acting in good faith

1or failing to act on information obtained during the course of
2practicing in the person's profession or employment concerning
3potential abnormal skin growths.
 
4    Section 35. The Electrologist Licensing Act is amended by
5adding Section 34 as follows:
 
6    (225 ILCS 412/34 new)
7    Sec. 34. Abnormal skin growth education.
8    (a) In addition to any other requirements under this Act,
9the following applicants must provide proof of completion of a
10course approved by the Department in abnormal skin growth
11education, including training on identifying melanoma:
12        (1) An applicant who submits an application for
13    original licensure on or after January 1, 2026.
14        (2) An applicant who was licensed before January 1,
15    2026 when submitting the applicant's first application for
16    renewal or restoration of a license on or after January 1,
17    2026.
18    (b) Nothing in this Section shall be construed to create a
19cause of action or any civil liabilities or to require or
20permit a licensee or applicant under this Act to practice
21medicine or otherwise practice outside of the scope of
22practice of a licensed electrologist.
23    (c) A person licensed under this Act may refer an
24individual to seek care from a medical professional regarding

1an abnormal skin growth. Neither a person licensed under this
2Act who completes abnormal skin growth education as a part of
3the person's continuing education, nor the person's employer,
4shall be civilly or criminally liable for acting in good faith

6practicing in the person's profession or employment concerning
7potential abnormal skin growths.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
