12 | | an abnormal skin growth. Neither a person licensed under this |
13 | | Act who completes abnormal skin growth education as a part of |
14 | | the person's continuing education, nor the person's employer, |
15 | | shall be civilly or criminally liable for acting in good faith |
16 | | or failing to act on information obtained during the course of |
17 | | practicing in the person's profession or employment concerning |
18 | | potential abnormal skin growths. |
19 | | Section 10. The Illinois Athletic Trainers Practice Act is |
20 | | amended by adding Section 9.5 as follows: |

22 | | Sec. 9.5. Abnormal skin growth education. |
23 | | (a) In addition to any other requirements under this Act, |
24 | | the following applicants must provide proof of completion of a |

1 | | course approved by the Department in abnormal skin growth |
2 | | education, including training on identifying melanoma: |
3 | | (1) An applicant who submits an application for |

6 | | 2026 when submitting the applicant's first application for |
7 | | renewal or restoration of a license on or after January 1, |
8 | | 2026. |
9 | | (b) Nothing in this Section shall be construed to create a |
10 | | cause of action or any civil liabilities or to require or |
11 | | permit a licensee or applicant under this Act to practice |
12 | | medicine or otherwise practice outside of the scope of |
13 | | practice of a licensed athletic trainer. |

18 | | the person's continuing education, nor the person's employer, |
19 | | shall be civilly or criminally liable for acting in good faith |
20 | | or failing to act on information obtained during the course of |
21 | | practicing in the person's profession or employment concerning |
22 | | potential abnormal skin growths. |
23 | | Section 15. The Massage Licensing Act is amended by adding |
24 | | Section 68 as follows: |

3 | | (a) In addition to any other requirements under this Act, |

5 | | (a) In addition to any other requirements under this Act, |
6 | | the following applicants must provide proof of completion of a |
7 | | course approved by the Department in abnormal skin growth |
8 | | education, including training on identifying melanoma: |
9 | | (1) An applicant who submits an application for |
10 | | original licensure on or after January 1, 2026. |

10 | | (a) In addition to any other requirements under this Act, |
11 | | the following applicants must provide proof of completion of a |
12 | | course approved by the Department in abnormal skin growth |
13 | | education, including training on identifying melanoma: |
14 | | (1) An applicant who submits an application for |

6 | | the person's continuing education, nor the person's employer, |
7 | | shall be civilly or criminally liable for acting in good faith |
8 | | or failing to act on information obtained during the course of |
9 | | practicing in the person's profession or employment concerning |
10 | | potential abnormal skin growths. |
11 | | Section 35. The Electrologist Licensing Act is amended by |
12 | | adding Section 34 as follows: |

14 | | Sec. 34. Abnormal skin growth education. |
15 | | (a) In addition to any other requirements under this Act, |
16 | | the following applicants must provide proof of completion of a |
17 | | course approved by the Department in abnormal skin growth |
18 | | education, including training on identifying melanoma: |

20 | | original licensure on or after January 1, 2026. |
21 | | (2) An applicant who was licensed before January 1, |

12 | | or failing to act on information obtained during the course of |
13 | | practicing in the person's profession or employment concerning |
14 | | potential abnormal skin growths. |
15 | | Section 99. Effective date. This Act takes effect upon |
16 | | becoming law.". |
