| | | Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that any amendment to a budget implementation bill or an omnibus bill that has the effect of increasing or decreasing the balance in the General Revenue Fund or affecting capital expenditures for the upcoming State fiscal year must be reported to the applicable appropriations committee of each chamber of the General Assembly at least 2 business days before being heard in that committee. Effective immediately. |

| 1 | | AN ACT concerning State government.
|
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Budget Law of the Civil |
| 5 | | Administrative Code of Illinois is amended by adding Section |
| 6 | | 50-37 as follows:
|
| 7 | | (15 ILCS 20/50-37 new) |
| 8 | | Sec. 50-37. Additions to budget implementation bill or |
| 9 | | omnibus bill. Any amendment to a budget implementation bill or |
| 10 | | an omnibus bill that has the effect of increasing or |
| 11 | | decreasing the balance in the General Revenue Fund or |
| 12 | | affecting capital expenditures for the upcoming State fiscal |
| 13 | | year must be reported to the applicable appropriations |
| 14 | | committee of each chamber of the General Assembly at least 2 |
| 15 | | business days before being heard in that committee.

| 16 | | Section 99. Effective date. This Act takes effect upon |
