| 3 | | line 18 by inserting after "transaction." the following: |
| 4 | | "Such criteria or methods are unlawful under this subsection |
| 5 | | if they are not necessary to achieve a substantial, |
| 6 | | legitimate, non-discriminatory interest; or if the |
| 7 | | substantial, legitimate, non-discriminatory interest could be |
| 8 | | served by another practice that has a less discriminatory |
| 9 | | effect.". |
