2023 and 2024 HB5526 Introduced 2/9/2024, by Rep. Eva-Dina Delgado SYNOPSIS AS INTRODUCED: | | | Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue a non-CDL Class C driver's license to a foreign national who is ineligible to obtain a social security number if the foreign national presents to the Secretary a passport validly issued to the foreign national from the foreign national's country of citizenship or a consular identification document validly issued to the foreign national by a consulate of that country. Provides that the word "Non-CDL" must appear on the face of the non-CDL Class C driver's license. Requires the Secretary to adopt rules to implement the provisions. Effective immediately. |

1 | | AN ACT concerning transportation. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Illinois Vehicle Code is amended by adding |
5 | | Section 6-104.1 as follows: |
6 | | (625 ILCS 5/6-104.1 new) |
7 | | Sec. 6-104.1. Non-CDL Class C driver's license for foreign |
8 | | nationals. Notwithstanding the provisions of Section 6-106, |
9 | | the Secretary of State may issue a non-CDL Class C driver's |
10 | | license to a foreign national who is ineligible to obtain a |
11 | | social security number if the foreign national presents to the |
12 | | Secretary a passport validly issued to the foreign national |
13 | | from the foreign national's country of citizenship or a |
14 | | consular identification document, as that term is defined in |
15 | | Section 5 of the Consular Identification Document Act, validly |
16 | | issued to the foreign national by a consulate of that country. |
17 | | The word "Non-CDL" must appear on the face of the non-CDL Class |
18 | | C driver's license. The Secretary shall adopt rules to |
19 | | implement this Section. |
20 | | Section 99. Effective date. This Act takes effect upon |
21 | | becoming law. |
