SYNOPSIS AS INTRODUCED:
Appropriates $500,000,000 in specified amounts to the Department of Transportation from the Road Fund for capital and operational expenditures related to the Statewide Railway Program. Effective July 1, 2024.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following named amounts, or so much thereof as may be necessary, are appropriated to the Department of Transportation for expenses related to the Statewide Railway Program:
Payable from the Road Fund:
For Expenses of planning, design,
and environmental clearance of
a new electrified high-speed line
designed for speeds in excess
of 186 miles per hour....................... $70,000,000
For expenses of capital improvements
in railroad lines that currently
host at least 16 passenger trains
per day, 8 in each direction, on
existing passenger rail routes;
upgrades for existing railroad
lines or to construct railroad
lines to establish new passenger
rail routes that host a least 16
passenger trains per day, 8 in each
direction, for persons renewing
their vehicle registration
online; repairing or constructing
of new bridges; installing or
modernizing overhead catenary
for electrically powered trains;
upgrading existing mainline tracks
to FRA Class 5 standards or better;
adding second or third mainline
tracks; installing train control
systems for speeds in excess of 80 mph...... $230,000,000
For expenses of purchasing modern
trains and the construction of
new maintenance facilities or the
modernization of existing maintenance
facilities................................. $100,000,000
For salaries and other expenses
related to adding professional
staff in the rail division of
the Office of Intermodal Project
Implementation.............................. $2,000,000
For the operation of passenger
trains linking communities
outside of the Regional Transportation
Authority boundaries to Chicago and
O’Hare; operation of passenger
trains linking communities
outside of the Regional Transportation
Authority boundaries to other
communities outside of the
Regional Transportation Authority
boundaries; operation of
regional buses to connect
communities without a railway
station to the railway network
and to supplement frequency on
existing routes if the bus
operations funded through this
program have joint ticketing with
the State railway network.................... $98,000,000

Section 99. Effective date. This Act takes effect July 1, 2024.
