Provides that a government official who, in the course of the official's duties, knowingly displays or knowingly causes to be displayed the United States national flag with the union down on government property, except as a signal of dire distress in instances of extreme danger to life or property, commits a business offense punishable by a fine of not more than $25,000. Effective immediately. |

1 | | AN ACT concerning government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Flag Display Act is amended by adding |
5 | | Section 12 as follows: |
6 | | (5 ILCS 465/12 new) |
7 | | Sec. 12. Display of United States national flag by |
8 | | government official. |
9 | | (a) The flag should never be displayed with the union |
10 | | down, except as a signal of dire distress in instances of |
11 | | extreme danger to life or property. |
12 | | (b) A government official who, in the course of the |
13 | | official's duties, knowingly displays or knowingly causes to |
14 | | be displayed the United States national flag with the union |
15 | | down on government property, except as a signal of dire |
16 | | distress in instances of extreme danger to life or property, |
17 | | commits a business offense punishable by a fine of not more |
18 | | than $25,000. |
19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law. |
