AMENDMENT TO HOUSE JOINT RESOLUTION 5

2    AMENDMENT NO. ___. Amend House Joint Resolution 5 by
3deleting everything after the heading and replacing it with
4the following:
 
5    "WHEREAS, It is appropriate to remember the many
6sacrifices and contributions to the cause of freedom made by
7the outstanding men and women who served in the United States
8Armed Forces; and
 
9    WHEREAS, Corporal Nathan E. Carlson was born in Rockford;
10he graduated from Harlem High School in 2019, where he was
11captain of the swim team; upon graduation, he enlisted in the
12U.S. Marine Corps and attended boot camp at Marine Corps
13Recruit Depot San Diego; he graduated from boot camp in August
142019 and officially earned the title of Marine; and
 
15    WHEREAS, CPL Carlson then reported to the School of

1Infantry in Camp Pendleton, California, where he attended
2Marine Combat Training (MCT); and
 
3    WHEREAS, Upon completing MCT, CPL Carlson attended Naval
4Aircrew candidate School in Pensacola, Florida, where he
5received water survival training; in January 2020, he reported
6to the Center of Naval Aviation Technical Training (CNATT) at
7Marine Corps Air Station New River, where he learned the basic
8technical skills of a MV-22B mechanic; upon graduating CNATT,
9he attended Marine Air Group 26 (MAG-26) for initial crew
10chief training on the MV-22B at Marine Medium Tiltrotor
11Training Squadron 204; on September 11, 2020, he was winged
12and officially became a Naval Aircrewman; and
 
13    WHEREAS, In September 2020, CPL Carlson then reported to
14MAG-39, Marine Medium Tiltrotor Squadron 364 (VMM-364), where,
15in the course of his duties, he was promoted to the rank of
16corporal and served as a leader in the Flight Line Division as
17a Basic Instructor Crew Chief and Plane Captain; and
 
18    WHEREAS, In October 2020, CPL Carlson participated in
19Service Level Training Exercise 21-1; in April 2021, he was
20deployed with the squadron to Special Purpose Marine Air
21Ground Task Force – Crisis Response – Central Command based
22out of Al Jaber Air Base, Kuwait and Prince Sultan Air Base,
23Saudi Arabia; and

1    WHEREAS, Upon returning from deployment, CPL Carlson
2married the love of his life, Emily Baxter; subsequently, he
3trained to become a Low Altitude Tactics instructor, Night
4Systems instructor, Tail Gunnery Instructor, and Collateral
5Duty Inspector; he amassed over 500 total flight hours and
6over 70 combat hours while at VMM-364; and
 
7    WHEREAS, CPL Carlson was killed in the line of duty during
8a military training exercise on June 8, 2022; and
 
9    WHEREAS, CPL Carlson is survived by his wife, Emily
10Baxter-Carlson; his parents, Karrie and Eric Carlson; his
11sisters, Casey and Mylee Carlson; and many close family and
12friends; and
 
13    WHEREAS, CPL Carlson will forever be remembered as a
14loving husband, son, brother, grandson, nephew, cousin, and
15friend; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18SENATE CONCURRING HEREIN, that we designate the portion of
19Illinois Route 173 from its intersection with Illinois Route
20251 to Interstate 90 as the "CPL Nathan E. Carlson Memorial
21Highway"; and be it further

1    RESOLVED, That the Illinois Department of Transportation
2is requested to erect at suitable locations, consistent with
3State and federal regulations, appropriate plaques or signs
4giving notice of the name of "CPL Nathan E. Carlson Memorial
5Highway"; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7presented to the family of CPL Carlson, the Secretary of
8Transportation, the Principal of Harlem High School, the
9Village President of Machesney Park, and the Mayor of Loves
10Park."
