| 2 | | WHEREAS, Burn injuries continue to be one of the leading |
| 3 | | causes of accidental death and injury in our nation; |
| 4 | | tragically, children, the elderly, and the disabled are |
| 5 | | especially vulnerable to burn injuries, and almost one-third |
| 6 | | of all burn injuries occur in children under the age of 15; and
|
| 7 | | WHEREAS, In the United States, the Centers for Disease |
| 8 | | Control and Prevention (CDC) reported 276,086 people received |
| 9 | | medical care for treatment of unintentional burn injuries in |
| 10 | | 2020 with 3,028 deaths resulting from fire and smoke |
| 11 | | inhalation; according to information gathered from the |
| 12 | | American Burn Association registry from 87 different |
| 13 | | hospitals, 91,875 people were treated in hospitals for |
| 14 | | burn-related injuries with 32% of those being for scalds; and
|
| 15 | | WHEREAS, Compared to the overall population, children |
| 16 | | under five were two times as likely to be seen for burn |
| 17 | | injuries at a hospital emergency department; young adults from |
| 18 | | the ages of 20 to 29 had 1.4 times the risk, and those in the |
| 19 | | 30-39 age group had 1.3 times the risk of the general |
| 20 | | population; and
|
| 21 | | WHEREAS, The primary causes of burn injury include |
| 22 | | fire-flame, scalds, and coming into contact with hot objects, |
|

| 1 | | electricity, and chemicals; most of the injuries occur in the |
| 2 | | home; today, 96.8% of those who suffer burn injuries will |
| 3 | | survive; unfortunately, many of those survivors will sustain |
| 4 | | serious scarring, lifelong physical disabilities, and |
| 5 | | adjustment difficulties; and
|
| 6 | | WHEREAS, National Burn Awareness Week, an initiative of |
| 7 | | the American Burn Association, is a coming
together of burn, |
| 8 | | fire, and life safety educators to make the public aware of the |
| 9 | | frequency, devastation, and
causes of burn injury as well as |
| 10 | | the consistent and authoritative measures to prevent these |
| 11 | | injuries and how to
best care for those that are injured; and
|
| 12 | | WHEREAS, The theme for 2023 National Burn Awareness Week |
| 13 | | is "Scalds: Hot Liquids Burn Like Fire" due to a common risk of |
| 14 | | burn injury existing from hot liquids, steam, and hot bath |
| 15 | | water; and
|
| 16 | | WHEREAS, Significant research and medical advances have |
| 17 | | dramatically improved burn care and treatment, aided |
| 18 | | rehabilitation, shortened hospital stays, and increased burn |
| 19 | | survival rates; aftercare support for the physical and |
| 20 | | emotional effects of burns has also played a key role in the |
| 21 | | successful reintegration of burn survivors into our |
| 22 | | communities; furthermore, burn safety education and prevention |
| 23 | | efforts continue to reduce the number of people who suffer |

| 1 | | burns each year; and
|
| 2 | | WHEREAS, Many people devote their lives and careers to |
| 3 | | treating, caring for, and supporting rehabilitating burn |
| 4 | | injury survivors, including those performing vital work in |
| 5 | | burn research and
development, the dedicated firefighters who |
| 6 | | risk their own lives every day to protect others, burn |
| 7 | | foundations, and other life safety professionals who promote |
| 8 | | burn injury awareness and prevention; therefore, be it
|
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 10 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 11 | | we declare February 5 through February 11, 2023 as Burn |
| 12 | | Awareness Week in the State of Illinois; and be it further
|
| 13 | | RESOLVED, That we urge all government agencies, fire, life |
| 14 | | safety, and health care organizations, communications media, |
| 15 | | and the people of Illinois to observe this week with the |
| 16 | | appropriate ceremonies and activities.
