| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Sergeant Shawn Curry of | ||||||
| 4 | the Peoria Police Department for completing his term as chair | ||||||
| 5 | of the Illinois Police Officers' Pension Investment Fund | ||||||
| 6 | (IPOPIF); and
| ||||||
| 7 | WHEREAS, Sgt. Curry was appointed by Governor JB Pritzker | ||||||
| 8 | to serve on the IPOPIF Transitional Board for one year in 2019, | ||||||
| 9 | which he was then selected to lead as chair; he was | ||||||
| 10 | overwhelmingly elected to full term in 2021, serving as chair | ||||||
| 11 | of the IPOPIF Board until 2023; and
| ||||||
| 12 | WHEREAS, Through IPOPIF, Sgt. Curry was placed in charge | ||||||
| 13 | of creating an investment fund that would have a value of over | ||||||
| 14 | nine billion dollars in assets and overseeing a consolidation | ||||||
| 15 | of 357 local pension funds, which was the largest | ||||||
| 16 | consolidation of its kind in the nation; and
| ||||||
| 17 | WHEREAS, Sgt. Curry worked with municipal leaders, state | ||||||
| 18 | officials, union leaders, and pension board trustees to ensure | ||||||
| 19 | the process was done with transparency, integrity, and free | ||||||
| 20 | from special interests; and
| ||||||
| 21 | WHEREAS, Sgt. Curry oversaw the drafting of policies and | ||||||
| |||||||
| |||||||
| 1 | procedures and the hiring of executives, a legal team, subject | ||||||
| 2 | matter experts, and fund executives; and
| ||||||
| 3 | WHEREAS, Most importantly, Sgt. Curry worked with all | ||||||
| 4 | parties to create and oversee the first IPOPIF Board of | ||||||
| 5 | Trustees' election that encompassed the entire State of | ||||||
| 6 | Illinois; and
| ||||||
| 7 | WHEREAS, Sgt. Curry often met with union leaders, | ||||||
| 8 | legislators, the governor's office, and police officers, | ||||||
| 9 | providing regular progress updates while outlining the future | ||||||
| 10 | direction of IPOPIF; he spent countless hours traveling the | ||||||
| 11 | State to meet with pension trustees to garner their trust and | ||||||
| 12 | answer any questions or concerns; and
| ||||||
| 13 | WHEREAS, Sgt. Curry dedicated countless hours to the | ||||||
| 14 | pension fund while working as a third shift beat cop during the | ||||||
| 15 | COVID-19 pandemic and civil unrest; and
| ||||||
| 16 | WHEREAS, At the end of his tenure as chair, Sgt. Curry | ||||||
| 17 | successfully completed the nation's largest consolidation of | ||||||
| 18 | local pension funds; and
| ||||||
| 19 | WHEREAS, Sgt. Curry has a history of dedication and | ||||||
| 20 | service; he started his career at the Woodford County | ||||||
| 21 | Sheriff's Office, where he was named Deputy of the Year in | ||||||
| |||||||
| |||||||
| 1 | 2003; and | ||||||
| 2 | WHEREAS, While serving the City of Peoria, Sgt. Curry has | ||||||
| 3 | earned several letters of commendation, six Distinguished | ||||||
| 4 | Service Awards, a Meritorious Service Award in 2018, and the | ||||||
| 5 | Illinois Fraternal Order of Police Valor Award; he was also | ||||||
| 6 | named the Police Officer of the Year in 2010 and the Illinois | ||||||
| 7 | Public Pension Fund Association's Person of the Year in 2019; | ||||||
| 8 | and
| ||||||
| 9 | WHEREAS, For over the past decade, Sgt. Curry has lobbied | ||||||
| 10 | for both victims of crime and for those who pursue justice in | ||||||
| 11 | Springfield and Washington, D.C.; and | ||||||
| 12 | WHEREAS, Sgt. Curry's most notable accomplishment has been | ||||||
| 13 | creating and passing the Illinois First Responders Suicide | ||||||
| 14 | Prevention Act in 2019; he and his wife, Dr. Michelle Lilly, | ||||||
| 15 | have trained over 1,000 first responders in mental health | ||||||
| 16 | awareness and suicide prevention; therefore, be it
| ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 19 | we congratulate Sergeant Shawn Curry for successfully | ||||||
| 20 | completing his term as chair of the Illinois Police Officers' | ||||||
| 21 | Pension Investment Fund (IPOPIF), and we thank him for his | ||||||
| 22 | continued service to the City of Peoria and the State of | ||||||
