2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Alice F. | ||||||
4 | (Fitch) Gallagher, President of the Village of Western | ||||||
5 | Springs, who passed away on March 21, 2023; and
| ||||||
6 | WHEREAS, President Gallagher was a graduate of Miami | ||||||
7 | University of Ohio and Seattle University School of Law; she | ||||||
8 | and her husband, Terry, raised their five children in the | ||||||
9 | Field Park neighborhood of the Village of Western Springs; and
| ||||||
10 | WHEREAS, President Gallagher was an attorney who dedicated | ||||||
11 | her time towards serving her community; she was president of | ||||||
12 | the Field Park PTO from 2003 to 2004, chair of the Western | ||||||
13 | Springs Foundation for Educational Excellence from 2004 to | ||||||
14 | 2005, and a member of the Western Springs School District 101 | ||||||
15 | Board of Education from 2005 to 2009; she then served as a | ||||||
16 | trustee of the Village of Western Springs from 2013 to 2017 | ||||||
17 | before being elected as village president in 2017; she was | ||||||
18 | re-elected for another four-year term in 2021, and she was | ||||||
19 | serving as village president at the time of her passing; and
| ||||||
20 | WHEREAS, Since becoming village president in May 2017, | ||||||
21 | President Gallagher had served on the regional council of | ||||||
22 | government West Central Municipal Conference, as president of |

| |||||||
1 | the Central Council of Mayors, a director of the Executive | ||||||
2 | Committee, chair of the Central Council Transportation | ||||||
3 | Committee, and co-chair of the joint Central/North Central | ||||||
4 | Transportation Committee; she also served on the Chicago | ||||||
5 | Metropolitan Agency for Planning Council of Mayors Executive | ||||||
6 | Committee; she was appointed by Governor JB Pritzker to serve | ||||||
7 | on the Board of the Illinois Tollway in February 2019, where | ||||||
8 | she served as chair of the Audit Committee and a member of the | ||||||
9 | Finance, Administration, & Operations Committee and the | ||||||
10 | Systems Review & Customer Service Committee; and
| ||||||
11 | WHEREAS, President Gallagher volunteered as an ESL teacher | ||||||
12 | for School on Wheels from 2008 to 2010 and as a yoga teacher | ||||||
13 | and mentor from 2016 to 2017; and
| ||||||
14 | WHEREAS, President Gallagher was the wife of Judge John | ||||||
15 | "Terry" Gallagher; the mother of John, Tom, Dan, Marilyn, and | ||||||
16 | Joe; the daughter of James A. Fitch and the late Marilyn Fitch; | ||||||
17 | the stepdaughter of the late Beth Fitch; and the sister of Jim | ||||||
18 | (the late Nancy) Fitch and Ed (Marybeth) Fitch; therefore, be | ||||||
19 | it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
21 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
22 | we mourn the passing of Alice F. (Fitch) Gallagher, President | ||||||
23 | of the Village of Western Springs, and extend our sincere |

1 | condolences to her family, friends, and all who knew and loved | ||||||
2 | her; and be it further
| ||||||
3 | RESOLVED, That a suitable copy of this resolution be | ||||||
4 | presented to the family of President Gallagher as an | ||||||
