HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Alice F. (Fitch) Gallagher, President of the Village of Western Springs, who passed away on March 21, 2023; and

WHEREAS, President Gallagher was a graduate of Miami University of Ohio and Seattle University School of Law; she and her husband, Terry, raised their five children in the Field Park neighborhood of the Village of Western Springs; and

WHEREAS, President Gallagher was an attorney who dedicated her time towards serving her community; she was president of the Field Park PTO from 2003 to 2004, chair of the Western Springs Foundation for Educational Excellence from 2004 to 2005, and a member of the Western Springs School District 101 Board of Education from 2005 to 2009; she then served as a trustee of the Village of Western Springs from 2013 to 2017 before being elected as village president in 2017; she was re-elected for another four-year term in 2021, and she was serving as village president at the time of her passing; and

WHEREAS, Since becoming village president in May 2017, President Gallagher had served on the regional council of government West Central Municipal Conference, as president of the Central Council of Mayors, a director of the Executive Committee, chair of the Central Council Transportation Committee, and co-chair of the joint Central/North Central Transportation Committee; she also served on the Chicago Metropolitan Agency for Planning Council of Mayors Executive Committee; she was appointed by Governor JB Pritzker to serve on the Board of the Illinois Tollway in February 2019, where she served as chair of the Audit Committee and a member of the Finance, Administration, & Operations Committee and the Systems Review & Customer Service Committee; and

WHEREAS, President Gallagher volunteered as an ESL teacher for School on Wheels from 2008 to 2010 and as a yoga teacher and mentor from 2016 to 2017; and

WHEREAS, President Gallagher was the wife of Judge John "Terry" Gallagher; the mother of John, Tom, Dan, Marilyn, and Joe; the daughter of James A. Fitch and the late Marilyn Fitch; the stepdaughter of the late Beth Fitch; and the sister of Jim (the late Nancy) Fitch and Ed (Marybeth) Fitch; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Alice F. (Fitch) Gallagher, President of the Village of Western Springs, and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of President Gallagher as an expression of our deepest sympathy.
