HOUSE RESOLUTION

WHEREAS, The concept of neurodiversity is a way of looking at Autism, ADD/ADHD, Dyslexia, Dyspraxia, and other human neurocognitive variations as normal differences in individual brain function and behavioral traits; and

WHEREAS, Neurodiversity acknowledges this natural phenomenon within the human population, uncovers the strengths of neurodivergent individuals, and utilizes their talents to increase innovation and productivity of society as a whole; and

WHEREAS, When neurodivergent people are understood, valued, and empowered, we all stand to benefit from their important and unique contributions; and

WHEREAS, Neurodivergent people are increasingly involved in postsecondary education but face serious barriers and challenges on college campuses, not only related to disability, functional differences, and accommodation needs but also from stigma and prejudice toward neurodivergent people; and

WHEREAS, Recognition of the neurodiverse among Illinois' students, faculty, staff, trustees, and administrative teams at institutions of higher education enhances the learning experience for our students and creates a more inclusive educational environment, providing public benefits for our communities; and

WHEREAS, Illinois' institutions of higher education should strive to improve support and accommodations for neurodivergent students to help them achieve their personal employment and career goals; and

WHEREAS, The Illinois Community College Trustees Association (ICCTA) was among the first of the higher education entities in the United States to adopt a Neurodiversity Inclusion Statement; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we encourage Illinois' institutions of higher education to embrace the neurodiversity paradigm and adopt a statement of inclusivity of neurodivergent individuals that appreciates and embraces the fact that every student is different and should be encouraged to reach their full potential; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Illinois Community College Trustees Association (ICCTA) in recognition of its leadership in raising awareness of neurodiversity inclusion.
