| 3 | | Representatives are saddened to learn of the death of Rockford |
| 4 | | Alderman Theophelo "Tuffy" Quinonez, who passed away on |
| 5 | | February 27, 2023; and

| 6 | | WHEREAS, Tuffy Quinonez was born in Chicago to Tiofilo |
| 7 | | "Ted" M. and Alberta M. (Martinez) Quinonez on January 31, |
| 8 | | 1947; he moved to Rockford at the age of five and graduated |
| 9 | | from West High School in 1965 before attending Lincoln Barber |
| 10 | | College; he served his country honorably in the United States |
| 11 | | Army; and
|
| 12 | | WHEREAS, As a successful businessman and strong small |
| 13 | | business advocate, Tuffy Quinonez was a pillar of his |
| 14 | | community; he was the founder of the Rockford Area Mexican |
| 15 | | Business Association and a member of the American Legion, the |
| 16 | | VFW, the Navy Club, Club Patriotico Mexicano (CPM), Lo Vox |
| 17 | | Latina, the Latin American Community Organization, the 7th |
| 18 | | Street VFW in Rockford where he served as a Delegate, the |
| 19 | | Association of Clubs, and the Broadway Business Association; |
| 20 | | and
|
| 21 | | WHEREAS, Tuffy Quinonez sought to uplift those in his |
| 22 | | community through public service; he served multiple terms as |
