HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives wish to commend Justin Cox on his service as 
4Chief Counsel to the Speaker and on his more than 13 years of 
5service to the House of Representatives and the State of 
6Illinois; and
  
 
7    WHEREAS, Justin Cox began serving as Chief Counsel to the 
8Speaker in 2016, having previously served as assistant and 
9deputy counsel; and
  
 
10    WHEREAS, Justin Cox's leadership, knowledge, diligence, 
11and expertise on a variety of complex issues allowed the House 
12Democratic Caucus, the House of Representatives, and the State 
13of Illinois to enact numerous pieces of important and 
14impactful legislation; and
  
 
15    WHEREAS, During his years on staff, Justin Cox worked on a 
16variety of issues, with a focus on civil law, insurance, 
17healthcare, telecommunications, and environment and energy; 
18and
  
 
19    WHEREAS, In his first weeks on the job, Justin Cox  
20assisted with the preparation and deliberations for the 
21impeachment trial of former Governor Rod Blagojevich; and

1    WHEREAS, Justin Cox supervised and trained dozens of 
2attorneys, helping guide them through the legislative process 
3as they analyzed and negotiated thousands of bills every year; 
4and
  
 
5    WHEREAS, Justin Cox helped members in negotiating hundreds 
6of bills, working with each member to help them advance their 
7respective legislative agendas; and
  
 
8    WHEREAS, Justin Cox served as parliamentarian to the House 
9of Representatives, acting in a fair and honest manner to 
10ensure the process had been followed throughout each session 
11day; and
  
 
12    WHEREAS, Justin Cox is the devoted partner of Kate and the 
13father of Ethan and Elizabeth; and
  
 
14    WHEREAS, Justin Cox's hard work and dedication was 
15essential to the operations of this chamber, and his 
16contributions will continue to be appreciated by those with 
17and for whom he worked; therefore, be it
  
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
19HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
20we commend Justin Cox on his service as Chief Counsel to the

1Speaker and on his over 13 years of service to the House of 
2Representatives and the State of Illinois, and we wish him the 
3best in his future endeavors; and be it further
  
 
4    RESOLVED, That a suitable copy of this resolution be
