HOUSE RESOLUTION

 
2    WHEREAS, October is nationally recognized as Breast Cancer
3Awareness Month; and
 
4    WHEREAS, Breast cancer is the most common type of cancer
5among women in the world and the second leading cause of cancer
6death among women in the United States; and
 
7    WHEREAS, More than one in eight women and one in 833 men in
8the United States will be diagnosed with breast cancer in
9their lifetimes; and
 
10    WHEREAS, In 2023, an estimated 300,590 Americans will be
11diagnosed with invasive breast cancer; and
 
12    WHEREAS, Metastatic breast cancer (MBC) occurs when breast
13cancer spreads to other parts of the body, including the
14bones, lungs, liver, and brain, and has an average life
15expectancy of 24 to 36 months; and
 
16    WHEREAS, Regardless of early detection, approximately 30%
17of stage 0 to stage III breast cancers will return as stage IV;
18and
 
19    WHEREAS, An estimated 43,700 Americans will die from

1breast cancer in 2023, equal to 115 women and men per day, with
298% due to metastatic breast cancer; and
 
3    WHEREAS, Metastatic breast cancer affects all races and
4socioeconomic classes; and
 
5    WHEREAS, While Caucasian women see slightly higher
6incidence rates of breast cancer, the mortality rate for Black
7women with breast cancer is 41 percent higher than that of
8Caucasian women, and breast cancer is the leading cause of
9cancer-related death for Hispanic women; and
 
10    WHEREAS, METAvivor Research and Support, a national
11organization, funds critical stage IV metastatic breast cancer
12research and educates the public about metastatic breast
13cancer and the lack of funding for stage IV treatment; and
 
14    WHEREAS, METAvivor aims to dramatically increase the
15current percentage of breast cancer research dollars from
16under 5% to 30% per already metastasized patients; and
 
17    WHEREAS, The national hashtags for this initiative on
18social media fall under #METAvivor and #LightUpMBC; and
 
19    WHEREAS, There is a global #LightUpMBC campaign on October
2013 every year to illuminate 115 landmarks around the world in

1the metastatic colors of teal, pink, and green to bring
2awareness to the disease and to honor the daily number of 115
3lives lost to MBC; and
 
4    WHEREAS, While the pink ribbon is well-known for
5representing the fight against early stage breast cancer, it
6is not inclusive of stage IV; therefore, the metastatic breast
7cancer awareness tri-color ribbon includes teal to portray
8healing and spirituality, green for the triumph of spring over
9winter, life over death, renewal, hope, and immortality, and a
10thin pink overlay to signify that the cancer originated in the
11breast; and
 
12    WHEREAS, The day will culminate in a virtual broadcast,
13#LightUpMBC Live, to commemorate landmarks lighting around the
14world, to share inspiring stories by the metastatic breast
15cancer community, and to raise research funds; therefore, be
16it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we declare October 13, 2023 as Metastatic Breast Cancer
20Awareness Day in the State of Illinois; and be it further
 
21    RESOLVED That we recognize the METAvivor #LightUpMBC
22national campaign; and be it further

1    RESOLVED, That we encourage citizens to join the national
2effort towards awareness of metastatic breast cancer during
3October through METAvivor; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to METAvivor with our sincere appreciation for their
6efforts to address breast cancer.
