| 2 | | WHEREAS, Blood clots can form throughout the human body, |
| 3 | | can lead to illness, disability, and even death if not treated |
| 4 | | early, and do not discriminate by age, gender, ethnicity, or |
| 5 | | race; and |
| 6 | | WHEREAS, On average, blood clots cause the death of one |
| 7 | | person every six minutes; according to The Surgeon General's |
| 8 | | Call to Action to Prevent Deep Vein Thrombosis and Pulmonary |
| 9 | | Embolism, 2008, they cause the deaths of approximately 100,000 |
| 10 | | people every year; and |
| 11 | | WHEREAS, As indicated by the public education campaign |
| 12 | | Stop the Clot, Spread the WordŽ, made possible through the |
| 13 | | partnership of the National Blood Clot Alliance (NBCA) and the |
| 14 | | Centers for Disease Control and Prevention (CDC), up to |
| 15 | | 900,000 people are affected by blood clots every year; and |
| 16 | | WHEREAS, Blood clots can be further defined as a deep vein |
| 17 | | thrombosis (DVT) or a pulmonary embolism (PE), with a DVT |
| 18 | | occurring if a blood clot forms in one of the large veins, |
| 19 | | typically in a person's lower leg, thigh, pelvis, or arm, and |
| 20 | | this type of blood clot can partly or completely block the flow |
| 21 | | of blood or blood circulation in the body; if a blood clot is |
| 22 | | left untreated, it can move or break off and travel to the |

| 1 | | lungs, causing a blockage known as a PE, which requires |
| 2 | | immediate medical attention; and |
| 3 | | WHEREAS, It is important to recognize the signs and |
| 4 | | symptoms of a blood clot, with a DVT often presenting as |
| 5 | | swelling of the affected area, pain, tenderness, and redness |
| 6 | | or discoloration of the skin; by comparison, someone |
| 7 | | experiencing a PE often presents as having difficulty |
| 8 | | breathing, a faster than normal or irregular heartbeat, |
| 9 | | coughing up blood, and very low blood pressure, |
| 10 | | lightheadedness, or fainting; and |
| 11 | | WHEREAS, Blood clots are preventable, and the best ways to |
| 12 | | prevent them include knowing your risks factors, recognizing |
| 13 | | the signs and symptoms, informing a medical professional if |
| 14 | | you have any risk factors, speaking with a medical |
| 15 | | professional about blood clots before any surgical procedure, |
| 16 | | and seeing a medical professional as soon as you possible if |
| 17 | | you develop any symptoms; and |
| 18 | | WHEREAS, To better inform the public of the risks, signs, |
| 19 | | and symptoms of blood clots, the NBCA annually promotes March |
| 20 | | as Blood Clot Awareness Month; therefore, be it |
| 21 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 22 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |

| 1 | | we declare the month of March 2024 as Blood Clot Awareness |
| 2 | | Month in the State of Illinois; and be it further |
| 3 | | RESOLVED, That suitable copies of this resolution be |
| 4 | | presented to the Bleeding & Clotting Disorders Institute, the |
| 5 | | Deveraux Hubbard II Foundation, and the National Blood Clot |
| 6 | | Alliance with our sincere appreciation for their efforts. |
