HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois is home to the headquarters
3of Portillo's Restaurant Group, Inc. and its roughly 50
4restaurant locations across the State; and
 
5    WHEREAS, Portillo's, valued in recent years at $1.9
6billion and now a publicly traded corporation on the Nasdaq,
7has announced plans to open 920 stores nationwide, a steep
8increase from its original plans of 600 stores; and
 
9    WHEREAS, From October 2022 to March 2023, the national
10number of workers seeking union representation and filing
11unfair labor practice charges has increased to numbers last
12witnessed in the 1950s, according to the National Labor
13Relations Board (NLRB); and
 
14    WHEREAS, Illinois passed the Workers' Rights Amendment in
15November 2022, guaranteeing the fundamental right to unionize
16and bargain collectively; and
 
17    WHEREAS, On March 10, 2023, workers at a Portillo's food
18distribution center chose to file with the NLRB to organize a
19union, and the board conducted an election for employees to
20cast their votes on April 13, 2023; and

1    WHEREAS, On April 19, 2023, Portillo's, the maker of many
2iconic Chicago food staples, did not honor the decision its
3employees made to join a union, instead utilizing stall
4tactics, including challenging the election conducted by the
5NLRB by filing an appeal; and
 
6    WHEREAS, On July 19, 2023, the NLRB ruled against
7Portillo's appeal, siding with the food distribution workers;
8however, Portillo's again appealed this decision on August 2,
92023, further ignoring the voices of its workers who continue
10to demand access to sick time, livable wages, and dignity and
11respect in the workplace; and
 
12    WHEREAS, Portillo's food distribution center workers
13continue to express concerns over the stall tactics employed
14by Portillo's in an effort to do everything in its power to
15deny its food distribution workers the right to bargain
16collectively; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we urge Portillo's Restaurant Group, Inc. to honor the wishes
20of its food distribution workers who have voted to join a union
21and bargain collectively for the betterment of themselves and
22their families; and be it further

1    RESOLVED, That we urge all State elected officials to
2stand with Portillo's food distribution workers who voted to
3unionize for better working conditions, livable wages, and
4access to basic sick time benefits; and be it further
 
5    RESOLVED, That we urge Portillo's to respect the
6constitutional rights of its workers in Illinois to bargain
7collectively; and be it further
 
8    RESOLVED, That we commend and acknowledge the decision
9made by Portillo's food distribution workers in Addison to
10unionize and join the International Association of Bridge,
11Structural, Ornamental and Reinforcing Iron Workers, AFL-CIO.
