| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The Illinois High School Association (IHSA) | ||||||
| 3 | currently has the authority to restrict eligible | ||||||
| 4 | student-athletes from transferring schools, and a policy | ||||||
| 5 | change is being sought to eliminate IHSA's authority on this | ||||||
| 6 | matter; this policy change would prioritize academic and | ||||||
| 7 | jurisdictional requirements as the sole determinants of | ||||||
| 8 | eligibility; and | ||||||
| 9 | WHEREAS, By focusing on objective criteria such as | ||||||
| 10 | academic standing and school location, this new policy intends | ||||||
| 11 | to minimize bureaucratic hurdles for transferring | ||||||
| 12 | student-athletes by aiming to streamline the transfer process | ||||||
| 13 | and reduce unnecessary delays or complications; and | ||||||
| 14 | WHEREAS, Abolishing IHSA's current discretionary power | ||||||
| 15 | over transfers will reduce the potential for subjective or | ||||||
| 16 | biased decisions that unfairly disadvantage certain | ||||||
| 17 | student-athletes; and | ||||||
| 18 | WHEREAS, Through terminating transfer restrictions, these | ||||||
| 19 | talented student-athletes are empowered with greater autonomy, | ||||||
| 20 | agency, and flexibility in choosing the best educational and | ||||||
| 21 | athletic paths for themselves based on their individual needs | ||||||
| 22 | and aspirations, thereby fostering personal growth and | ||||||

| 1 | development; and | ||||||
| 2 | WHEREAS, Removing arbitrary limitations on transfer | ||||||
| 3 | numbers will mirror the recent National Collegiate Athletic | ||||||
| 4 | Association (NCAA) rule change that Illinois initially | ||||||
| 5 | opposed; in following the NCAA's lead on transfer rules, | ||||||
| 6 | Illinois will become more aligned with national trends as this | ||||||
| 7 | policy change will also encourage consistency and simplify the | ||||||
| 8 | landscape for student-athletes navigating both high school and | ||||||
| 9 | collegiate athletics; and | ||||||
| 10 | WHEREAS, By eliminating unnecessary restrictions and | ||||||
| 11 | prioritizing student-athlete agency, this policy change aims | ||||||
| 12 | to create a more equitable and flexible system for | ||||||
| 13 | student-athletes in Illinois, allowing them to pursue their | ||||||
| 14 | educational and athletic goals without undue obstacles; | ||||||
| 15 | therefore, be it | ||||||
| 16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 17 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 18 | we urge the elimination of the Illinois High School | ||||||
| 19 | Association's (IHSA) authority to restrict eligible | ||||||
| 20 | student-athletes from transferring schools; and be it further | ||||||
| 21 | RESOLVED, That a suitable copy be delivered to the | ||||||
| 22 | Illinois High School Association. | ||||||
