1 | | HOUSE RESOLUTION |
2 | | WHEREAS, Domestic abuse and domestic violence are |
3 | | increasingly recognized as scourges that not only can harm |
4 | | individuals but also can damage and destroy families; its |
5 | | episodes, when they happen, create emotions that reverberate |
6 | | outward onto many other individuals; and |
7 | | WHEREAS, Under President/CEO Rebecca Darr, the |
8 | | Chicago-area-centered WINGS Program, Inc. seeks to preempt |
9 | | these emotions by providing housing, education, and advocacy |
10 | | in a package of long-term integrated services for persons who |
11 | | have experienced domestic violence; and |
12 | | WHEREAS, The WINGS Program, Inc. is aligned with, and has |
13 | | affiliations with, 162 separate safe housing options for |
14 | | people in and around the Chicagoland area who have experienced |
15 | | domestic violence; and |
16 | | WHEREAS, The WINGS Program, Inc., realizing that safe |
17 | | housing is only the beginning for persons who have experienced |
18 | | domestic violence, has created a program of client-centered |
19 | | personal support for these individuals and their loved ones, |
20 | | extending over a targeted period of two years for each client; |

1 | | WHEREAS, The holistic services provided by the WINGS |
2 | | Program, Inc. for persons who have experienced domestic |
3 | | violence can generate new experiences and work with them to |
4 | | build strong people capable of new durable interpersonal |
5 | | relationships, people who will never forget but also never |
6 | | fall back; and |
7 | | WHEREAS, Another key to the provision of these holistic |
8 | | services over the time frame for each client that is made |
9 | | necessary by the reality of domestic violence is the |
10 | | coordination of donor relations for persons who are supporters |
11 | | of the WINGS Program, Inc; and |
12 | | WHEREAS, When Rebecca Darr came on board the WINGS |
13 | | Program, Inc., its budget was $350,000; during her time with |
14 | | the WINGS Program, Inc., this sum has grown to $13 million; and |
15 | | WHEREAS, After 21 years as the executive director of the |
16 | | WINGS Program, Inc., Rebecca Darr was named president and CEO |
17 | | of the program in 2020; without her participation and |
18 | | leadership, the program and its clients could never have |
19 | | dreamed of reaching their goals together; therefore, be it |
20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
21 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
22 | | we recognize the achievements of President/CEO Rebecca Darr on |

1 | | her 25th anniversary serving in an executive capacity with |
2 | | WINGS Program, Inc.; and be it further |
3 | | RESOLVED, That we thank not only President/CEO Rebecca |
4 | | Darr but also the courageous clients of WINGS Program, Inc. |
5 | | and the persons who have donated their time and resources to |
6 | | the program to make it what it has become over the last quarter |
7 | | of a century; and be it further |
8 | | RESOLVED, That by expressing our appreciation to |
9 | | President/CEO Rebecca Darr and WINGS Program, Inc., we renew |
10 | | our commitment to reducing and eliminating the scourge of |
11 | | domestic violence in Illinois; and be it further |
12 | | RESOLVED, That a suitable copy of this resolution be |
13 | | presented to President/CEO Rebecca Darr as a symbol of our |
14 | | recognition of her leadership and the service provided by |
15 | | WINGS Program, Inc. and its dedicated professionals, allies, |
16 | | donors, and volunteers. |
