2 | | WHEREAS, September 17, 2024 marks the 237th anniversary of |
3 | | the framing of the Constitution of the United States of |
4 | | America by the Constitutional Convention; and |
5 | | WHEREAS, The Constitution of the United States of America, |
6 | | the guardian of our liberties, embodies the principles of |
7 | | limited government in a republic dedicated to rule by law; and |
8 | | WHEREAS, The Daughters of the American Revolution |
9 | | organization was responsible for the annual designation of |
10 | | September 17 through 23 as Constitution Week; and |
11 | | WHEREAS, The Daughters of the American Revolution made its |
12 | | own resolution for Constitution Week, which was adopted on |
13 | | April 21, 1955; and |
14 | | WHEREAS, Members of the U.S. Congress received the |
15 | | resolution, and the resolution was discussed in the U.S. |
16 | | Senate on June 7, 1955; and |
17 | | WHEREAS, The first national resolution to observe |
18 | | Constitution Week was made on June 14, 1955 by Senator William |
19 | | F. Knowland of California; and |

1 | | WHEREAS, Following the passage of the resolution by both |
2 | | houses of Congress, President Eisenhower issued his |
3 | | proclamation on August 19, 1955; and |
4 | | WHEREAS, The first observance of Constitution Week was so |
5 | | successful that on January 5, 1956, Senator Knowland |
6 | | introduced a Senate Joint Resolution to have the president |
7 | | designate September 17 through 23 annually as Constitution |
8 | | Week; and |
9 | | WHEREAS, The resolution was adopted on July 23, 1956 and |
10 | | signed as Public Law 915 on August 2, 1956; and |
11 | | WHEREAS, Public Law 915 guarantees the issuing of a |
12 | | proclamation each year by the President of the United States |
13 | | of America designating September 17 through 23 as Constitution |
14 | | Week; and |
15 | | WHEREAS, It is fitting and proper to accord official |
16 | | recognition to this magnificent document and its memorable |
17 | | anniversary and to the patriotic celebrations which will |
18 | | commemorate it; therefore, be it |
19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
20 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
21 | | we declare the week of September 17 through September 23, 2024 |

1 | | as Constitution Week in the State of Illinois; and be it |
2 | | further |
3 | | RESOLVED, That we urge our citizens to reaffirm the ideals |
4 | | the framers of the Constitution had in 1787 by vigilantly |
5 | | protecting the freedoms guaranteed to us through this guardian |
6 | | of our liberties; and be it further |
7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to the General John Stark Chapter, National Society |
9 | | Daughters of the American Revolution, of Sycamore as a symbol |
10 | | of our esteem and respect. |
