2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Senior Chaplain Dan Lovin | ||||||
4 | on the occasion of his retirement; and | ||||||
5 | WHEREAS, Chaplain Lovin entered into law enforcement | ||||||
6 | chaplaincy at the Jefferson County Sheriff's Office in | ||||||
7 | December 1994; he began serving the Mt. Vernon Police | ||||||
8 | Department in May 1998, where he received training from the | ||||||
9 | International Critical Incident Foundation, became a certified | ||||||
10 | level one trauma stress specialist, and achieved master | ||||||
11 | certification in chaplaincy with the International Conference | ||||||
12 | of Police Chaplains; and | ||||||
13 | WHEREAS, Chaplain Lovin has served as chaplain of the | ||||||
14 | Jefferson County Fraternal Order of Police, senior chaplain of | ||||||
15 | the Illinois Fraternal Order of Police, where he was in charge | ||||||
16 | of the organization's Critical Incident Response Team, | ||||||
17 | chaplain coordinator for the Illinois Baptist State | ||||||
18 | Association, and assistant state director and chaplain | ||||||
19 | coordinator of Illinois Baptist Disaster Relief; and | ||||||
20 | WHEREAS, Chaplain Lovin's services have not only been | ||||||
21 | called upon by his community and fellow officers but also by | ||||||
22 | his country in times of crisis; he made multiple trips to New |

1 | York City to assist wherever he could following the 9/11 | ||||||
2 | attacks in 2001 and offered his services in New Orleans | ||||||
3 | following Hurricane Katrina in 2005; and | ||||||
4 | WHEREAS, Chaplain Lovin has taught classes on crisis and | ||||||
5 | grief trauma and chaplaincy for the International Conference | ||||||
6 | of Police Chaplains' Regional Training Seminars, the Dubuque | ||||||
7 | Police Department of Dubuque, Iowa, and a number of police | ||||||
8 | departments in Illinois; he has also authored a law | ||||||
9 | enforcement chaplaincy training manual to be used across the | ||||||
10 | region; and | ||||||
11 | WHEREAS, Chaplain Lovin has been awarded the International | ||||||
12 | Conference of Police Chaplains' John A. Price Award for | ||||||
13 | Excellence in Chaplaincy in July 2010 and the Wentink-Kauffman | ||||||
14 | Award for Excellence in Law Enforcement Chaplaincy in July | ||||||
15 | 2018; and | ||||||
16 | WHEREAS, Chaplain Lovin has made steadfast contributions | ||||||
17 | to the criminal justice profession over the course of his | ||||||
18 | career while generously providing a lifetime of service to | ||||||
19 | those in need, including fellow officers, first responders and | ||||||
20 | their families, the State of Illinois, and the nation; | ||||||
21 | therefore, be it | ||||||
22 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

1 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
2 | we congratulate Senior Chaplain Dan Lovin on his retirement on | ||||||
3 | August 31, 2024, and we thank him for his dedication to law | ||||||
4 | enforcement chaplaincy for over 30 years; and be it further | ||||||
5 | RESOLVED, That a suitable copy of this resolution be | ||||||
6 | presented to Chaplain Lovin as an expression of our esteem and | ||||||
7 | respect. |
