HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Senior Chaplain Dan Lovin
4on the occasion of his retirement; and
 
5    WHEREAS, Chaplain Lovin entered into law enforcement
6chaplaincy at the Jefferson County Sheriff's Office in
7December 1994; he began serving the Mt. Vernon Police
8Department in May 1998, where he received training from the
9International Critical Incident Foundation, became a certified
10level one trauma stress specialist, and achieved master
11certification in chaplaincy with the International Conference
12of Police Chaplains; and
 
13    WHEREAS, Chaplain Lovin has served as chaplain of the
14Jefferson County Fraternal Order of Police, senior chaplain of
15the Illinois Fraternal Order of Police, where he was in charge
16of the organization's Critical Incident Response Team,
17chaplain coordinator for the Illinois Baptist State
18Association, and assistant state director and chaplain
19coordinator of Illinois Baptist Disaster Relief; and
 
20    WHEREAS, Chaplain Lovin's services have not only been
21called upon by his community and fellow officers but also by
22his country in times of crisis; he made multiple trips to New

1York City to assist wherever he could following the 9/11
2attacks in 2001 and offered his services in New Orleans
3following Hurricane Katrina in 2005; and
 
4    WHEREAS, Chaplain Lovin has taught classes on crisis and
5grief trauma and chaplaincy for the International Conference
6of Police Chaplains' Regional Training Seminars, the Dubuque
7Police Department of Dubuque, Iowa, and a number of police
8departments in Illinois; he has also authored a law
9enforcement chaplaincy training manual to be used across the
10region; and
 
11    WHEREAS, Chaplain Lovin has been awarded the International
12Conference of Police Chaplains' John A. Price Award for
13Excellence in Chaplaincy in July 2010 and the Wentink-Kauffman
14Award for Excellence in Law Enforcement Chaplaincy in July
152018; and
 
16    WHEREAS, Chaplain Lovin has made steadfast contributions
17to the criminal justice profession over the course of his
18career while generously providing a lifetime of service to
19those in need, including fellow officers, first responders and
20their families, the State of Illinois, and the nation;
21therefore, be it

1HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we congratulate Senior Chaplain Dan Lovin on his retirement on
3August 31, 2024, and we thank him for his dedication to law
4enforcement chaplaincy for over 30 years; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to Chaplain Lovin as an expression of our esteem and
7respect.
