| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Helen |
| 4 | | Louise Long Carlock of Chicago, who passed away on September |
| 5 | | 23, 2024; and |
| 6 | | WHEREAS, Helen Carlock was born to Madeleine Irene Winslow |
| 7 | | and Harold Leahy Long of Toledo, Ohio on July 10, 1937; she was |
| 8 | | a graduate of Northwestern University; and |
| 9 | | WHEREAS, Helen Carlock served as manager of the Department |
| 10 | | of Correspondence and Research at Encyclopedia Britannica; |
| 11 | | after a long tenure at Britannica, she contributed her |
| 12 | | expertise to the U.S. Census Bureau; and |
| 13 | | WHEREAS, Helen Carlock was a dedicated member of her |
| 14 | | community, holding the position of secretary for the Juneway |
| 15 | | Building Corporation for over 40 years; her responsibilities |
| 16 | | included representing the building in matters with the City of |
| 17 | | Chicago, maintaining communication with shareholders, and |
| 18 | | ensuring the efficient management of building operations; her |
| 19 | | efforts were pivotal in transitioning the building to allow |
| 20 | | mortgages, opening the doors to many new residents over the |
| 21 | | decades; and |

| 1 | | WHEREAS, Helen Carlock was actively involved with the |
| 2 | | Independent Voters of Illinois - Independent Precinct |
| 3 | | Organization (IVI-IPO) and the 49th Ward Democratic Party; she |
| 4 | | was known for her tireless efforts in getting out the vote and |
| 5 | | canvassing, earning the respect of local politicians; she |
| 6 | | quietly supported numerous political candidates and causes |
| 7 | | across the United States, contributing to over 150 |
| 8 | | organizations, including the Southern Poverty Law Center, |
| 9 | | ACLU, and the World Wildlife Fund; her philanthropy reflected |
| 10 | | her deep commitment to social justice, animal welfare, and the |
| 11 | | arts; and |
| 12 | | WHEREAS, Helen Carlock enjoyed the Chicago arts scene, |
| 13 | | attending theater productions, opera performances, and dance |
| 14 | | events; she loved classical music and attending the Music of |
| 15 | | the Baroque concerts; she was an animal lover and a cat mom to |
| 16 | | many feline companions throughout her years in Rogers Park, |
| 17 | | and her final cat, Stripes, brought her much joy; and |
| 18 | | WHEREAS, Helen Carlock was known for her generosity, |
| 19 | | dedication, kindness, and zest for life, leaving an indelible |
| 20 | | mark on those who knew her; and |
| 21 | | WHEREAS, Helen Carlock was preceded in death by her |
| 22 | | parents and her brother, John Winslow Long; and |

| 1 | | WHEREAS, Helen Carlock was the companion of Glenn Evans |
| 2 | | for 43 years, the aunt of Heather N. Long and John A. (Michele) |
| 3 | | Long, and the great-aunt of Andi Jean Long; therefore, be it |
| 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 5 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 6 | | we mourn the passing of Helen Louise Long Carlock and extend |
| 7 | | our sincere condolences to her family, friends, and all who |
| 8 | | knew and loved her; and be it further |
| 9 | | RESOLVED, That a suitable copy of this resolution be |
| 10 | | presented to the family of Helen Carlock as an expression of |
| 11 | | our deepest sympathy. |
