    Amends the Community Behavioral Health Care Professional Loan Repayment Act. Provides that up to a $2,500 grant awarded may also be awarded to a certified alcohol and other drug counselor, and a certified recovery support specialist. Provides that an applicant may also work for at least 12 consecutive months for an organization that provides community based substance abuse disorder treatment or mental health services in an underserved or rural federally designated Mental Health Professional Shortage Area in this State.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Community Behavioral Health Care
5Professional Loan Repayment Program Act is amended by changing
6Sections 25 and 30 as follows:
 
7    (110 ILCS 996/25)
8    Sec. 25. Award; maximum loan time; maximum amount. Subject
9to appropriation, the Commission shall award a grant to each
10qualified applicant for a maximum of 4 years. The Commission
11must encourage the recipient of a grant awarded under this Act
12to use the grant award for payments towards the recipient's
13educational loans. The amount of the grant shall not exceed
14(i) $35,000 per year for a psychiatrist, (ii) $15,000 per year
15for an advanced practice registered nurse or a physician
16assistant, (iii) $12,000 per year for a psychologist who holds
17a doctoral degree, (iv) $6,500 per year for a licensed
18clinical social worker or a licensed clinical professional
19counselor, and (v) $2,500 per year for a substance use
20professional, a certified alcohol and other drug counselor,
21and a certified recovery support specialist.

2    Sec. 30. Eligibility; work requirement.
3    (a) To be eligible for assistance under the Community
4Behavioral Health Care Professional Loan Repayment Program,
5the Commission must find that the applicant satisfies all of
6the following:
7        (1) He or she is a United States citizen or an eligible
8    noncitizen.
9        (2) He or she is a resident of this State.
10        (3) He or she has worked for at least 12 consecutive
11    months: as a behavioral health professional in a community
12    mental health center in an underserved or rural federally
13    designated Mental Health Professional Shortage Area in
14    this State.
15            (i) as a behavioral health professional in a
16        community mental health center in an underserved or
17        rural federally designated Mental Health Professional
18        Shortage Area in this State; or
19            (ii) for an organization that provides community
20        based substance abuse disorder treatment or mental
21        health services in an underserved or rural federally
22        designated Mental Health Professional Shortage Area in
23        this State.
24        (4) He or she is a borrower with an outstanding
25    balance due on an educational loan.
26        (5) He or she has not defaulted on an educational

1    loan.
2    (b) The Commission may grant preference to a previous
3recipient of a grant under the Program, provided that the
4recipient continues to meet the eligibility requirements under
5this Section.
6    (c) A recipient of a grant under the Program must complete
7a separate 12-month period working in a community mental
8health center in an underserved or rural federally designated
9Mental Health Professional Shortage Area in this State for
10each grant that he or she is awarded.
