| 7 | | Sec. 7. Definitions. As Beginning on July 1, 2018, as |
| 8 | | used in this Act: , |
| 9 | | "Anchor anchor institutions" or "community anchor |
| 10 | | institutions" means Illinois schools, institutions of higher |
| 11 | | education, libraries, museums, research institutions, State |
| 12 | | agencies, and units of local government. |
| 13 | | "End-to-end network" means the entirety of the broadband |
| 14 | | network, including both the middle-mile and last-mile network. |
| 15 | | "Symmetrical service" means service with equal download |
| 16 | | and upload speeds. |

| 3 | | Sec. 30. Dates of completion. |
| 4 | | (a) Subject to appropriation, the Department of Innovation |
| 5 | | and Technology shall connect all prioritized community anchor |
| 6 | | institutions to the Illinois Century Network and provide at |
| 7 | | least 10 gigabit per second (Gbps) symmetrical service for 80% |
| 8 | | of schools, 80% of correctional facilities, and 13% of |
| 9 | | libraries and at least 1 Gbps symmetrical service for all |
| 10 | | other prioritized connected community anchor institutions by |
| 11 | | January 1, 2030. The Department of Innovation and Technology |
| 12 | | may accomplish this requirement by either using commercial |
| 13 | | providers engaged through a competitive bidding process or by |
| 14 | | operating its own network. The Department of Innovation and |
| 15 | | Technology shall determine, by rule, which community anchor |
| 16 | | institutions are prioritized. |
| 17 | | (b) Subject to appropriation, the Department of Innovation |
| 18 | | and Technology shall own and operate the end-to-end network |
| 19 | | and connect all community anchor institutions to the network, |
| 20 | | providing at least 10 Gbps symmetrical service for 80% of |
| 21 | | schools, 80% of correctional facilities, and 13% of libraries |
| 22 | | and at least 1 Gbps symmetrical service for all other |
| 23 | | community anchor institutions, by January 1, 2050.
