2 | | AMENDMENT NO. ______. Amend Senate Bill 1508 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Illinois Lottery Law is amended by |
5 | | changing Sections 9.3, 20, 21.5, 21.6, 21.7, 21.8, 21.9, |
6 | | 21.10, 21.11, and 21.13 and by adding Sections 21.4, 21.15, |
7 | | 21.16, and 21.17 as follows: |

9 | | Sec. 9.3. Expenditure and distribution of lottery |
10 | | proceeds. |
11 | | (a) Beginning July 1, 2022, except as provided in Sections |
12 | | 21.4, 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 21.11, 21.12, and |
13 | | 21.13 , 21.15, and 21.16 of this Law Act and Section 25-70 of |
14 | | the Sports Wagering Act, the Department shall distribute all |
15 | | proceeds of lottery tickets and shares sold in the following |
16 | | priority and manner: |

1 | | (1) The payment of prizes and retailer bonuses. |
2 | | (2) The payment of costs incurred in the operation and |
3 | | administration of the Lottery, including the payment of |
4 | | sums due to the private manager under the management |
5 | | agreement with the Department and including costs of |
6 | | administering the Lottery sports wagering program pursuant |
7 | | to Section 25-70 of the Sports Wagering Act. |
8 | | (3) On the last day of each month or as soon thereafter |
9 | | as possible, the State Comptroller shall direct and the |
10 | | State Treasurer shall transfer from the State Lottery Fund |
11 | | to the Common School Fund the Department's estimate of net |
12 | | lottery proceeds. |
13 | | (4) If an amount in excess of the annual net lottery |
14 | | proceeds is transferred for a fiscal year, then the |
15 | | Department shall offset the monthly transfers of estimated |
16 | | net lottery proceeds during the following fiscal year by |
17 | | that excess amount. If an amount less than the annual net |
18 | | lottery proceeds is transferred for a fiscal year, then |
19 | | after the related annual fiscal year audit is completed |
20 | | following such fiscal year, the Department shall direct |
21 | | the deposit of any remaining annual net lottery proceeds |
22 | | from such fiscal year, subject to payments under |
23 | | paragraphs (1) and (2), into the Common School Fund as |
24 | | soon thereafter as possible. |
25 | | (b) The net lottery proceeds shall be determined by |
26 | | deducting from total annual lottery proceeds the expenditures |

1 | | required by paragraphs (1) and (2) of subsection (a). The |
2 | | total annual lottery proceeds and annual net lottery proceeds |
3 | | shall be determined according to generally accepted accounting |
4 | | principles for governmental entities and verified by an annual |
5 | | fiscal year audit.

8 | | Sec. 20. State Lottery Fund.
|
9 | | (a) There is created in the State Treasury a special fund |
10 | | to be
known as the State Lottery Fund. Such fund shall consist |
11 | | of all revenues
received from (1) the sale of lottery tickets |
12 | | or shares, (net of
commissions, fees
representing those |
13 | | expenses that are directly proportionate to the
sale of |
14 | | tickets or shares at the agent location, and prizes of less
|
15 | | than
$600 which
have been validly paid at the agent
level), (2) |
16 | | application fees,
and (3) all other sources including moneys |
17 | | credited or transferred thereto
from
any other fund
or source |
18 | | pursuant to law. Interest earnings of the State Lottery Fund
|
19 | | shall be credited to the Common School Fund. |
20 | | (a-5) The receipt and distribution of moneys under Section |
21 | | 21.4 of this Act shall be in accordance with Section 21.4.
|
22 | | (b) The receipt and distribution of moneys under Section |
23 | | 21.5 of this Law Act shall be in accordance with Section 21.5.
|
24 | | (c) The receipt and distribution of moneys under Section |
25 | | 21.6 of this Law Act shall be in accordance with Section 21.6. |

15 | | 21.12. |
16 | | (j) The receipt and distribution of moneys under Section |
17 | | 21.13 of this Law Act shall be in accordance with Section |
18 | | 21.13. |
19 | | (k) The receipt and distribution of moneys under Section |
20 | | 25-70 of the Sports Wagering Act shall be in accordance with |
21 | | Section 25-70 of the Sports Wagering Act. |
22 | | (l) The receipt and distribution of moneys under Section |
23 | | 21.15 of this Law shall be in accordance with Section 21.15. |
24 | | (m) The receipt and distribution of moneys under Section |
25 | | 21.16 of this Law shall be in accordance with Section 21.16. |

3 | | Sec. 21.4. Joint Special Instant Scratch-off game. |
4 | | (a) The Department shall offer a joint special instant |
5 | | scratch-off game for the benefit of the
special causes |
6 | | identified in Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, |
7 | | 21.11, 21.13, 21.15, and 21.16. The operation of the game |
8 | | shall be governed by this Section and any rules adopted by the |
9 | | Department. The game shall commence on January 1, 2024 or as |
10 | | soon thereafter, at the
discretion of the Director, as is |
11 | | reasonably practical and shall be discontinued on January 1, |
12 | | 2027. If any provision of this Section is
inconsistent with |
13 | | any other provision in the Act, then this Section governs. |
14 | | (b) Once the joint special instant scratch-off game is |
15 | | used to fund a special cause, the game
will be used to fund the |
16 | | special cause for the remainder of the special causes' |
17 | | existence per
the causes' respective Section of this Act. |
18 | | (c) New specialty tickets and causes authorized by this |
19 | | Act shall be funded by the joint special instant scratch-off |
20 | | game. New specialty tickets and causes after February 1, 2024 |
21 | | must have a sunset date. The Department shall be limited to |
22 | | supporting no more than 10 causes in total at any given time. |
23 | | (d) Net revenue received from the sale of the joint |
24 | | special instant scratch-off game for the
purposes of this |
25 | | Section shall be divided equally among the special causes the |

|
1 | | game benefits.
The Department shall transfer the net revenue |
2 | | into the special fund identified for each
special cause in |
3 | | accordance with the special cause's respective Section of this |
4 | | Act. As used in this Section, "net revenue" means
the total |
5 | | amount for which tickets have been sold less the sum of the |
6 | | amount paid out in
prizes and to retailers, and direct and |
7 | | estimated administrative expenses incurred in
operation of the |
8 | | ticket. |

10 | | Sec. 21.5. Carolyn Adams Ticket For The Cure. |
11 | | (a) The Department shall offer a special instant |
12 | | scratch-off game with the title of "Carolyn Adams Ticket For |
13 | | The Cure". The game shall commence on January 1, 2006 or as |
14 | | soon thereafter, in the discretion of the Director, as is |
15 | | reasonably practical, and shall be discontinued on December |
16 | | 31, 2026. The operation of the game shall be governed by this |
17 | | Act and any rules adopted by the Department. The Department |
18 | | must consult with the Carolyn Adams Ticket For The Cure Board, |
19 | | which is established under Section 2310-347 of the Department |
20 | | of Public Health Powers and Duties Law of the
Civil |
21 | | Administrative Code of Illinois, regarding the design and |
22 | | promotion of the game. If any provision of this Section is |
23 | | inconsistent with any other provision of this Act, then this |
24 | | Section governs. |
25 | | (b) The Carolyn Adams Ticket For The Cure Grant Fund is |

1 | | created as a special fund in the State treasury. The net |
2 | | revenue from the Carolyn Adams Ticket For The Cure special |
3 | | instant scratch-off game shall be deposited into the Fund for |
4 | | appropriation by the General Assembly solely to the Department |
5 | | of Public Health for the purpose of making grants to public or |
6 | | private entities in Illinois for the purpose of funding breast |
7 | | cancer research, and supportive services for breast cancer |
8 | | survivors and those impacted by breast cancer and breast |
9 | | cancer education. In awarding grants, the Department of Public |
10 | | Health shall consider criteria that includes, but is not |
11 | | limited to, projects and initiatives that address disparities |
12 | | in incidence and mortality rates of breast cancer, based on |
13 | | data from the Illinois Cancer Registry, and populations facing |
14 | | barriers to care. The Department of Public Health shall, |
15 | | before grants are awarded, provide copies of all grant |
16 | | applications to the Carolyn Adams Ticket For The Cure Board, |
17 | | receive and review the Board's recommendations and comments, |
18 | | and consult with the Board regarding the grants. For purposes |
19 | | of this Section, the term "research" includes, without |
20 | | limitation, expenditures to develop and advance the |
21 | | understanding, techniques, and modalities effective in the |
22 | | detection, prevention, screening, and treatment of breast |
23 | | cancer and may include clinical trials. The grant funds may |
24 | | not be used for institutional, organizational, or |
25 | | community-based overhead costs, indirect costs, or levies. |
26 | | Moneys received for the purposes of this Section, |

1 | | including, without limitation, net revenue from the special |
2 | | instant scratch-off game and gifts, grants, and awards from |
3 | | any public or private entity, must be deposited into the Fund. |
4 | | Any interest earned on moneys in the Fund must be deposited |
5 | | into the Fund. |
6 | | As used in this subsection, For purposes of this |
7 | | subsection, "net revenue" means the total amount for which |
8 | | tickets have been sold less the sum of the amount paid out in |
9 | | prizes and to retailers, and
direct and estimated the actual |
10 | | administrative expenses of the Department solely related to |
11 | | the Ticket For The Cure game. |
12 | | (c) During the time that tickets are sold for the Carolyn |
13 | | Adams Ticket For The Cure game, the Department shall not |
14 | | unreasonably diminish the efforts devoted to marketing any |
15 | | other instant scratch-off lottery game. |
16 | | (d) The Department may adopt any rules necessary to |
17 | | implement and administer the provisions of this Section.

20 | | Sec. 21.6. Scratch-off for Illinois veterans. |
21 | | (a) The Department shall offer a special instant |
22 | | scratch-off game for the benefit of Illinois veterans. The |
23 | | game shall commence on January 1, 2006 or as soon thereafter, |
24 | | at the discretion of the Director, as is reasonably practical. |
25 | | The operation of the game shall be governed by this Act and any |

1 | | rules adopted by the Department. If any provision of this |
2 | | Section is inconsistent with any other provision of this Act, |
3 | | then this Section governs. |
4 | | (b) The Illinois Veterans Assistance Fund is created as a |
5 | | special fund in the State treasury. The net revenue from the |
6 | | Illinois veterans scratch-off game shall be deposited into the |
7 | | Fund for appropriation by the General Assembly solely to the |
8 | | Department of Veterans' Affairs for making grants, funding |
9 | | additional services, or conducting additional research |
10 | | projects relating to each of the following: |
11 | | (i) veterans' behavioral health services; |
12 | | (ii) veterans' homelessness; |
13 | | (iii) the health insurance costs of veterans; |
14 | | (iv) veterans' disability benefits, including but not |
15 | | limited to, disability benefits provided by veterans |
16 | | service organizations and veterans assistance commissions |
17 | | or centers; |
18 | | (v) the long-term care of veterans; provided that, |
19 | | beginning with moneys appropriated for fiscal year 2008, |
20 | | no more than 20% of such moneys shall be used for health |
21 | | insurance costs; |
22 | | (vi) veteran employment and employment training; and |
23 | | (vii) veterans' emergency financial assistance, |
24 | | including, but not limited to, past due utilities, |
25 | | housing, and transportation costs. |
26 | | In order to expend moneys from this special fund, |

|
1 | | beginning with moneys appropriated for fiscal year 2008, the |
2 | | Director of Veterans' Affairs shall appoint a 3-member funding |
3 | | authorization committee. The Director shall designate one of |
4 | | the members as chairperson. The committee shall meet on a |
5 | | quarterly basis, at a minimum, and shall authorize expenditure |
6 | | of moneys from the special fund by a two-thirds vote. |
7 | | Decisions of the committee shall not take effect unless and |
8 | | until approved by the Director of Veterans' Affairs. Each |
9 | | member of the committee shall serve until a replacement is |
10 | | named by the Director of Veterans' Affairs. One member of the |
11 | | committee shall be a member of the Veterans' Advisory Council. |
12 | | Moneys collected from the special instant scratch-off game |
13 | | shall be used only as a supplemental financial resource and |
14 | | shall not supplant existing moneys that the Department of |
15 | | Veterans' Affairs may currently expend for the purposes set |
16 | | forth in items (i) through (v).

17 | | Moneys received for the purposes of this Section, |
18 | | including, without limitation, net revenue from the special |
19 | | instant scratch-off game and from gifts, grants, and awards |
20 | | from any public or private entity, must be deposited into the |
21 | | Fund. Any interest earned on moneys in the Fund must be |
22 | | deposited into the Fund.

11 | | Sec. 21.7. Scratch-out Multiple Sclerosis scratch-off |
12 | | game. |
13 | | (a) The Department shall offer a special instant |
14 | | scratch-off game for the benefit of research pertaining to |
15 | | multiple sclerosis. The game shall commence on July 1, 2008 or |
16 | | as soon thereafter, in the discretion of the Director, as is |
17 | | reasonably practical. The operation of the game shall be |
18 | | governed by this Act and any rules adopted by the Department. |
19 | | If any provision of this Section is inconsistent with any |
20 | | other provision of this Act, then this Section governs.

21 | | (b) The Multiple Sclerosis Research Fund is created as a |
22 | | special fund in the State treasury. The net revenue from the |
23 | | scratch-out multiple sclerosis scratch-off game created under |
24 | | this Section shall be deposited into the Fund for |
25 | | appropriation by the General Assembly to the Department of |

1 | | Public Health for the purpose of making grants to |
2 | | organizations in Illinois that conduct research pertaining to |
3 | | the repair and prevention of damage caused by an acquired |
4 | | demyelinating disease of the central nervous system. |
5 | | Moneys received for the purposes of this Section, |
6 | | including, without limitation, net revenue from the special |
7 | | instant scratch-off game and from gifts, grants, and awards |
8 | | from any public or private entity, must be deposited into the |
9 | | Fund. Any interest earned on moneys in the Fund must be |
10 | | deposited into the Fund. |
11 | | For purposes of this Section, the term "research" |
12 | | includes,
without limitation, expenditures to develop and |
13 | | advance the
understanding, techniques, and modalities |
14 | | effective for
maintaining function, mobility, and strength |
15 | | through preventive physical therapy or other treatments and to |
16 | | develop
and advance the repair, and also the prevention, of |
17 | | myelin, neuron, and axon damage
caused by an acquired |
18 | | demyelinating disease of the central
nervous system and the |
19 | | restoration of function, including but
not limited to, nervous |
20 | | system repair or neuroregeneration. |
21 | | The
grant funds may not be used for institutional, |
22 | | organizational,
or community-based overhead costs, indirect |
23 | | costs, or levies. |
24 | | As used in this subsection, For purposes of this |
25 | | subsection, "net revenue" means the total amount for which |
26 | | tickets have been sold less the sum of the amount paid out in |

7 | | to marketing any other instant scratch-off lottery game. |
8 | | (d) The Department may adopt any rules necessary to |
9 | | implement and administer the provisions of this Section.

12 | | Sec. 21.8. Quality of Life scratch-off game. |
13 | | (a) The Department shall offer a special instant |
14 | | scratch-off game with the title of "Quality of Life". The game |
15 | | shall commence on July 1, 2007 or as soon thereafter, in the |
16 | | discretion of the Director, as is reasonably practical, and |
17 | | shall be discontinued on December 31, 2025. The operation of |
18 | | the game is governed by this Act and by any rules adopted by |
19 | | the Department. The Department must consult with the Quality |
20 | | of Life Board, which is established under Section 2310-348 of |
21 | | the Department of Public Health Powers and Duties Law of the
|
22 | | Civil Administrative Code of Illinois, regarding the design |
23 | | and promotion of the game. If any provision of this Section is |
24 | | inconsistent with any other provision of this Act, then this |
25 | | Section governs. |

1 | | (b) The Quality of Life Endowment Fund is created as a |
2 | | special fund in the State treasury. The net revenue from the |
3 | | Quality of Life special instant scratch-off game must be |
4 | | deposited into the Fund for appropriation by the General |
5 | | Assembly solely to the Department of Public Health for the |
6 | | purpose of HIV/AIDS-prevention education and for making grants |
7 | | to public or private entities in Illinois for the purpose of |
8 | | funding organizations that serve the highest at-risk |
9 | | categories for contracting HIV or developing AIDS. Grants |
10 | | shall be targeted to serve at-risk populations in proportion |
11 | | to the distribution of recent reported Illinois HIV/AIDS cases |
12 | | among risk groups as reported by the Illinois Department of |
13 | | Public Health. The recipient organizations must be engaged in |
14 | | HIV/AIDS-prevention education and HIV/AIDS healthcare |
15 | | treatment. The Department must, before grants are awarded, |
16 | | provide copies of all grant applications to the Quality of |
17 | | Life Board, receive and review the Board's recommendations and |
18 | | comments, and consult with the Board regarding the grants. |
19 | | Organizational size will determine an organization's |
20 | | competitive slot in the "Request for Proposal" process. |
21 | | Organizations with an annual budget of $300,000 or less will |
22 | | compete with like size organizations for 50% of the Quality of |
23 | | Life annual fund. Organizations with an annual budget of |
24 | | $300,001 to $700,000 will compete with like organizations for |
25 | | 25% of the Quality of Life annual fund, and organizations with |
26 | | an annual budget of $700,001 and upward will compete with like |

1 | | organizations for 25% of the Quality of Life annual fund. The |
2 | | lottery may designate a percentage of proceeds for marketing |
3 | | purposes. The grant funds may not be used for institutional, |
4 | | organizational, or community-based overhead costs, indirect |
5 | | costs, or levies. |
6 | | Grants awarded from the Fund are intended to augment the |
7 | | current and future State funding for the prevention and |
8 | | treatment of HIV/AIDS and are not intended to replace that |
9 | | funding.

10 | | Moneys received for the purposes of this Section, |
11 | | including, without limitation, net revenue from the special |
12 | | instant scratch-off game and gifts, grants, and awards from |
13 | | any public or private entity, must be deposited into the Fund. |

5 | | Sec. 21.9. Go For The Gold scratch-off game. |
6 | | (a) The Department shall offer a special instant |
7 | | scratch-off game with the title of "Go For The Gold". The game |
8 | | must commence on July 1, 2014 or as soon thereafter, at the |
9 | | discretion of the Director, as is reasonably practical. The |
10 | | operation of the game is governed by this Act and by any rules |
11 | | adopted by the Department. If any provision of this Section is |
12 | | inconsistent with any other provision of this Act, then this |
13 | | Section governs. |
14 | | (b) The Special Olympics Illinois and Special Children's |
15 | | Charities Fund is created as a special fund in the State |
16 | | treasury. The net revenue from the Go For The Gold special |
17 | | instant scratch-off game must be deposited into the Special |
18 | | Olympics Illinois and Special Children's Charities Fund for |
19 | | appropriation by the General Assembly solely to the Department |
20 | | of Human Services, which must distribute the moneys as |
21 | | follows: (i) 75% of the moneys to Special Olympics Illinois to |
22 | | support the statewide training, competitions, and programs for |
23 | | future Special Olympics athletes; and (ii) 25% of the moneys |
24 | | to Special Children's Charities to support the City of |
25 | | Chicago-wide training, competitions, and programs for future |

14 | | tickets have been sold less the sum of the amount paid out in |
15 | | prizes and to retailers, and
direct and estimated the actual |
16 | | administrative expenses of the Department solely related to |
17 | | the Go For The Gold game. |
18 | | (c) During the time that tickets are sold for the Go For |
19 | | The Gold game, the Department shall not unreasonably diminish |
20 | | the efforts devoted to marketing any other instant scratch-off |
21 | | lottery game. |
22 | | (d) The Department may adopt any rules necessary to |
23 | | implement and administer the provisions of this Section.

1 | | Sec. 21.10. Scratch-off for State police memorials. |
2 | | (a) The Department shall offer a special instant |
3 | | scratch-off game for the benefit of State police memorials. |
4 | | The game shall commence on January 1, 2019 or as soon |
5 | | thereafter, at the discretion of the Director, as is |
6 | | reasonably practical. The operation of the game shall be |
7 | | governed by this Act and any rules adopted by the Department. |
8 | | If any provision of this Section is inconsistent with any |
9 | | other provision of this Act, then this Section governs. |
10 | | (b) The net revenue from the State police memorials |
11 | | scratch-off game shall be deposited into the Criminal Justice |
12 | | Information Projects Fund and distributed equally, as soon as |
13 | | practical but at least on a monthly basis, to the Chicago |
14 | | Police Memorial Foundation Fund, the Police Memorial Committee |
15 | | Fund, and the Illinois State Police Memorial Park Fund. Moneys |
16 | | transferred to the funds under this Section shall be used, |
17 | | subject to appropriation, to fund grants for building and |
18 | | maintaining memorials and parks; holding annual memorial |
19 | | commemorations; giving scholarships to children of officers |
20 | | killed or catastrophically injured in the line of duty, or |
21 | | those interested in pursuing a career in law enforcement; |
22 | | providing financial assistance to police officers and their |
23 | | families when a police officer is killed or injured in the line |
24 | | of duty; and providing financial assistance to officers for |
25 | | the purchase or replacement of bulletproof vests to be used in |
26 | | the line of duty. |

21 | | The operation of the game shall be governed by this Act and any |

24 | | then this Section governs. |
25 | | (b) The Homelessness Prevention Revenue Fund is created as |

5 | | used by the Department of Human Services solely for grants to |
6 | | homelessness prevention and assistance projects under the |
7 | | Homelessness Prevention Act. |
8 | | As used in this subsection, "net revenue" means the total |
9 | | amount for which tickets have been sold less the sum of the |
10 | | amount paid out in the prizes and to retailers, and
direct and |
11 | | estimated the actual administrative expenses of the Department |
12 | | solely related to the scratch-off game under this Section. |
13 | | (c) During the time that tickets are sold for the |
14 | | scratch-off game to fund homelessness prevention programs, the |

21 | | receives through the General Revenue Fund or the Illinois |
22 | | Affordable Housing Trust Fund.

12 | | (b) The net revenue from the Alzheimer's care, support, |
13 | | education, and awareness scratch-off game shall be deposited |
14 | | into the Alzheimer's Awareness Fund. |
15 | | Moneys received for the purposes of this Section, |
16 | | including, without limitation, net revenue from the special |
17 | | instant scratch-off game and from gifts, grants, and awards |
18 | | from any public or private entity, must be deposited into the |

16 | | and college students. The game shall commence on January 1, |
17 | | 2024 or as soon thereafter, at the discretion of the Director, |
18 | | as is reasonably practical. The operation of the game shall be |
19 | | governed by this Act and any rules adopted by the Department. |
20 | | The Department must consult with UNCF Illinois regarding the |
21 | | design and promotion of the game. |
22 | | (b) The UNCF Scholarship Fund is created as a special fund |
23 | | in the State treasury. The net revenue from the special |
24 | | instant scratch-off game sold for the benefit of the United |
25 | | Negro College Fund Illinois in support of education |

6 | | for scholarship awards and not to cover any administrative |
7 | | costs of the United Negro College Fund, Inc., a 501(c)(3) |
8 | | nonprofit recipient organization. |
9 | | Moneys received for the purposes of this Section, |
10 | | including, without limitation, net revenue from the special |
11 | | instant scratch-off game and from gifts, grants, and awards |

20 | | (c) During the time that tickets are sold for the special |
21 | | instant scratch-off game that benefits the United Negro |
22 | | College Fund Illinois in support of education scholarships to |
23 | | university and college students, the Department shall not |
24 | | unreasonably diminish the efforts devoted to marketing any |
25 | | other instant scratch-off lottery game. |
26 | | (d) The Department may adopt any rules necessary to |

3 | | Sec. 21.16. Illinois DREAM scratch-off. |
4 | | (a) The Department shall offer a special Illinois DREAM |
5 | | instant scratch-off game for the benefit of the Illinois DREAM |
6 | | Fund Commission. The new revenue from the Illinois DREAM |
7 | | scratch-off game shall be deposited into the Illinois DREAM |
8 | | Fund, a special fund that is created in the State treasury. |
9 | | Subject to appropriation, money in the Illinois DREAM Fund |
10 | | shall be used to assist in funding scholarships and other |
11 | | statutory responsibilities of the Illinois DREAM Fund |
12 | | Commission. The game shall commence on January 1, 2024 or as |
13 | | soon thereafter as is reasonably practical. The Department |
14 | | shall consult with the Illinois DREAM Fund Commission |
15 | | established under Section 67 of the Higher Education Student |
16 | | Assistance Act regarding the design and promotion of the game. |
17 | | (b) The operation of any games under this Section shall be |
18 | | governed by this Act, and any rules shall be adopted by the |
19 | | Department. |
20 | | (c) For purposes of this Section, "net revenue" means the |
21 | | total amount for which tickets have been sold less the sum of |
22 | | the amount paid out in prizes and the actual administrative |
23 | | expenses of the Department solely related to the Illinois |
24 | | DREAM scratch-off game. |
25 | | (d) During the time that tickets are sold for the Illinois |

5 | | implement and administer this Section in consultation with the |
6 | | Illinois DREAM Fund Commission. |

8 | | Sec. 21.17. Illinois Lottery Special Instant Scratch-off |
9 | | Task Force. |
10 | | (a) There is hereby created the Illinois Lottery Special |
11 | | Instant Scratch-off Task Force. |
12 | | (b) The Task Force shall study the joint special instant |
13 | | scratch-off game offered under Section 21.4 and make |
14 | | recommendations on: |
15 | | (1) maximizing revenue for this State as well as |
16 | | various special causes; |
17 | | (2) whether to expand the program to additional |
18 | | causes; |
19 | | (3) establishing criteria for special causes; |
20 | | (4) the impact on revenue of the joint special instant |
21 | | scratch-off game; and |
22 | | (5) other issues related to the joint special instant |
23 | | scratch-off game. |
24 | | (c) The Task Force may request testimony from any person |
25 | | or entity that may assist in increasing understanding of the |

1 | | joint special instant scratch-off game. |
2 | | (d) The Task Force shall consist of the following members: |
3 | | (1) the Director of the Lottery, or his or her |
4 | | designee; |
5 | | (2) 2 members, appointed by the Speaker of the House |
6 | | of Representatives, one of whom shall be named co-chair of |
7 | | the Task Force; |
8 | | (3) 2 members, appointed by the Minority Leader of the |
9 | | House of Representatives; |
10 | | (4) 2 members, appointed by the President of the |
11 | | Senate, one of whom shall be named co-chair of the Task |
12 | | Force; |
13 | | (5) 2 members, appointed by the Minority Leader of the |
14 | | Senate; and |
15 | | (6) 2 members, appointed by the Governor. |
16 | | (e) Members of the Task Force shall serve without |
17 | | compensation for the duration of the Task Force, but may be |
18 | | reimbursed for reasonable travel expenses and in compliance |
19 | | with the Secretary of State's travel rules required for |
20 | | attendance at meetings. |
21 | | (f) As soon as practicable, but no later than September 1, |
22 | | 2023, all members shall be appointed to the Task Force. As soon |
23 | | as practicable after all members have been appointed, the Task |
24 | | Force shall hold its first meeting. The Task Force shall meet a |
25 | | minimum of 4 times. |
26 | | (g) The Department of the Lottery shall provide |

1 | | administrative support and other support to the Task Force. |
2 | | (h) By January 1, 2025, the Task Force shall submit a |
3 | | report to the Governor and General Assembly reporting findings |

6 | | (i) This Section is repealed on January 1, 2027. |

5 | | diversity of this State, including students, college and |
6 | | university administrators and faculty, and other individuals |
7 | | committed to advancing the educational opportunities of the |
8 | | children of immigrants. |
9 | | (b) The Illinois DREAM Fund Commission is charged with all |
10 | | of the following responsibilities: |
11 | | (1) Administering this Section and raising funds for |
12 | | the Illinois DREAM Fund. |
13 | | (2) Establishing a not-for-profit entity charged with |
14 | | raising funds for the administration of this Section, any |
15 | | educational or training programs the Commission is tasked |
16 | | with administering, and funding scholarships to students |
17 | | who are the children of immigrants to the United States. |
18 | | (3) Publicizing the availability of scholarships from |
19 | | the Illinois DREAM Fund. |
20 | | (4) Selecting the recipients of scholarships funded |
21 | | through the Illinois DREAM Fund. |
22 | | (5) Researching issues pertaining to the availability |
23 | | of assistance with the costs of higher education for the |
24 | | children of immigrants and other issues regarding access |
25 | | for and the performance of the children of immigrants |
26 | | within higher education. |

1 | | (6) Overseeing implementation of the other provisions |
2 | | of this amendatory Act of the 97th General Assembly. |
3 | | (7) Establishing and administering training programs |
4 | | for high school counselors and counselors, admissions |
5 | | officers, and financial aid officers of public |
6 | | institutions of higher education. The training programs |
7 | | shall instruct participants on the educational |
8 | | opportunities available to college-bound students who are |
9 | | the children of immigrants, including, but not limited to, |
10 | | in-state tuition and scholarship programs. The Illinois |
11 | | DREAM Fund Commission may also establish a public |
12 | | awareness campaign regarding educational opportunities |
13 | | available to college bound students who are the children |
14 | | of immigrants. |
15 | | The Illinois DREAM Fund Commission shall establish, by |
16 | | rule, procedures for accepting and evaluating applications for |
17 | | scholarships from the children of immigrants and issuing |
18 | | scholarships to selected student applicants. |
19 | | (c) To receive a scholarship under this Section, a student |
20 | | must meet all of the following qualifications: |
21 | | (1) Have resided with his or her parents or guardian |
22 | | while attending a public or private high school in this |
23 | | State. |
24 | | (2) Have graduated from a public or private high |
25 | | school or received the equivalent of a high school diploma |
26 | | in this State. |

1 | | (3) Have attended school in this State for at least 3 |
2 | | years as of the date he or she graduated from high school |
3 | | or received the equivalent of a high school diploma. |

6 | | (d) The Illinois Student Assistance Commission shall |
7 | | establish an Illinois DREAM Fund to provide scholarships under |
8 | | this Section. The Illinois DREAM Fund shall be funded entirely |
9 | | from private contributions , gifts, grants, awards, and |
10 | | proceeds from the scratch-off created in Section 21.16 of the |
11 | | Illinois Lottery Law .
