| 4 | | "Section 5. The Township Code is amended by changing |
| 5 | | Section 25-5 as follows:

| 7 | | Sec. 25-5. Petition and referendum to discontinue township |
| 8 | | organization. Upon the petition of at least 10% of the |
| 9 | | registered voters of
each
township of a county, as
determined |
| 10 | | on the date registration closed before the regular election |
| 11 | | next
preceding the last day on which the petition may be filed, |
| 12 | | that
has adopted township organization, the county board shall |
| 13 | | certify and
cause to be submitted to the voters of the county, |
| 14 | | at the next general
election, the question of the continuance |
| 15 | | of township organization. A
signature on a petition shall not |
| 16 | | be valid or counted in considering the
petition unless the |

| 1 | | form requirements are complied with and the date of each
|
| 2 | | signature is less than 90 days before the last day for filing |
| 3 | | the petition.
The statement of the person who circulates the |
| 4 | | petition must include an
attestation (i) indicating the dates |
| 5 | | on which that sheet was circulated, (ii)
indicating the first |
| 6 | | and last date on which that sheet was circulated, or (iii)
|
| 7 | | certifying that none of the signatures on the sheet was signed |
| 8 | | more than 90
days before the last day for filing the petition. |
| 9 | | When a petition meeting the required voter threshold has |
| 10 | | been filed under this Section, the township shall hold, no |
| 11 | | later than 60 days before the general election in which the |
| 12 | | proposition will be voted on, at least 2 town hall meetings |
| 13 | | regarding the question of the continuance of township |
| 14 | | organization. At the meetings, the township board shall |
| 15 | | provide the public (i) a report on the township budget and |
| 16 | | services, highway budget and services, and the tax assessor's |
| 17 | | budget and services, which may include, but is not limited to, |
| 18 | | a report regarding services if the discontinuance referendum |
| 19 | | passes and (ii) information on whether an intergovernmental |
| 20 | | agreement exists with a unit of local government under which |
| 21 | | the other unit of local government will provide services upon |
| 22 | | the discontinuance of the township. |
| 23 | | The proposition shall be
substantially in the form:
