| 1 | | (5) Two members appointed by the Minority Leader of |
| 2 | | the House of Representatives. |
| 3 | | (6) Four members who are experts in public finance, |
| 4 | | economic development, municipal governance, or related |
| 5 | | fields appointed by the Governor. |
| 6 | | (7) Five members who are mayors, presidents, or |
| 7 | | otherwise elected leaders of East St. Louis, Cairo, North |
| 8 | | Chicago, Harvey, and Carbondale. |
| 9 | | (b) The Task Force shall select from their number a |
| 10 | | chairperson. |
| 11 | | (c) The Task Force shall meet at least every other month, |
| 12 | | in person or electronically, to study and evaluate methods of |
| 13 | | providing economic relief to municipalities, particularly |
| 14 | | those that are financially distressed, and to explore new |
| 15 | | revenue streams to ensure the provision of necessary services, |
| 16 | | such as police, fire, and sewer service. |
| 17 | | (d) The Task Force shall hold public hearings, solicit |
| 18 | | expert testimony, and collect data pertinent to its study. |
| 19 | | Section 10. Reporting. |
| 20 | | (a) The Task Force shall submit an annual report to the |
| 21 | | Governor and the General Assembly on or before December 31 of |
| 22 | | every year, detailing its findings, conclusions, and |
| 23 | | recommendations. |
| 24 | | (b) The Task Force shall submit a final report 3 years |
