1 | | AN ACT concerning State government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Increasing Representation of Women in Technology Task Force |
6 | | Act. |
7 | | Section 5. Increasing Representation of Women in |
8 | | Technology Task Force; membership. |
9 | | (a) The Increasing Representation of Women in Technology |
10 | | Task Force is hereby established. |
11 | | (b) The Task Force shall consist of the following members: |
12 | | (1) one member of the Senate appointed by the |
13 | | President of the Senate; |
14 | | (2) one member of the Senate appointed by the Minority |
15 | | Leader of the Senate; |
16 | | (3) one member of the House of Representatives |
17 | | appointed by the Speaker of the House of Representatives; |
18 | | (4) one member of the House of Representatives |
19 | | appointed by the Minority Leader of the House of |
20 | | Representatives; |
21 | | (5) one member appointed by the Governor representing |
22 | | the Governor's Office of Management and Budget; |
23 | | (6) one member appointed by the Governor representing |

1 | | a statewide labor organization; |
2 | | (7) one member appointed by the Governor representing |
3 | | a national laboratory that is a multi-disciplinary science |
4 | | and engineering research center; |
5 | | (8) one member appointed by the Director of the |
6 | | Commission on Equity and Inclusion from the State of |
7 | | Illinois Office of Equity; |
8 | | (9) one member appointed by the Director of Commerce |
9 | | and Economic Opportunity representing local or State |
10 | | economic development interests; |
11 | | (10) one member appointed by the Governor from a trade |
12 | | association representing women in technology; |
13 | | (11) one member appointed by the Governor representing |
14 | | a technology manufacturing corporation; |
15 | | (12) 4 members appointed by the Governor representing |
16 | | companies that have been recognized for the recruitment, |
17 | | advancement, and retention of women in technology |
18 | | positions and the corresponding management chain in the |
19 | | last 3 years; |
20 | | (13) one member appointed by the Governor from a |
21 | | community-based organization that supports women in |
22 | | technology; |
23 | | (14) one member appointed by the President of the |
24 | | University of Illinois System representing the University |
25 | | of Illinois Office of the Vice-Chancellor of Diversity, |
26 | | Equity & Inclusion; |

1 | | (15) one member appointed by the Chair of the Illinois |
2 | | Community College Board from the Illinois Community |
3 | | College Board; and |
4 | | (16) one member with knowledge of diversity, equity, |
5 | | and inclusion best practices from an advocacy group |
6 | | representing women in technology appointed by the |
7 | | Governor. |
8 | | (c) The members of the Task Force shall serve without |
9 | | compensation. |
10 | | (d) The Task Force shall meet at least quarterly to |
11 | | fulfill its duties under this Act. At the first meeting of the |
12 | | Task Force, the Task Force shall elect a chairperson from |
13 | | among its members. |
14 | | (e) The State of Illinois Office of Equity shall provide |
15 | | administrative and other support to the Task Force. |
16 | | Section 10. Duties. The Task Force shall have the |
17 | | following duties: |
18 | | (1) evaluate evidence and data on recruitment, |
19 | | advancement, and retention of women in technology |
20 | | positions and the corresponding management chain; |
21 | | (2) set goals for recruitment, advancement, and |
22 | | retention of women in technology positions and the |
23 | | corresponding management chains, such as a 10% increase in |
24 | | women-held positions year-over-year in the technology |
25 | | industry or women holding 50% of positions at all levels |

1 | | by 2030 in the technology industry; |
2 | | (3) identify best practices for the recruitment, |
3 | | advancement, and retention of women in technology |
4 | | positions and the corresponding management chain, such as |
5 | | tools for data collection and analysis, techniques to |
6 | | improve the number of women in technology positions; |
7 | | (4) recommend government policies to incentivize |
8 | | companies to recruit, advance, and retain women in |
9 | | technology positions and the corresponding management |
10 | | chain; and |
11 | | (5) establish a plan to create an oversight body to |
12 | | track companies progress year-over-year on recruitment, |
13 | | advancement, and retention of women in technology |
14 | | positions and the corresponding management chain, and |
15 | | manage use of the incentives for those companies with a |
16 | | positive track record. |
17 | | Section 15. Report. The Task Force shall report to the |
18 | | Governor and the General Assembly by December 1 of each year on |
19 | | its activities, findings, and recommendations. The Task Force |
20 | | shall submit a final report to the Governor and the General |
21 | | Assembly by December 1, 2028 on all of its activities and final |
22 | | findings and recommendations. |
23 | | Section 20. Repeal. This Act is repealed on January 1, |
24 | | 2030. |
