| 1 | | AN ACT concerning local government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Municipal Code is amended by |
| 5 | | changing Sections 11-1.5-5 and 11-1.5-10 as follows: |
| 6 | | (65 ILCS 5/11-1.5-5) |
| 7 | | (Section scheduled to be repealed on January 1, 2029) |
| 8 | | Sec. 11-1.5-5. Definitions. As used in this Division: |
| 9 | | "Department" means a police department that has |
| 10 | | established a co-responder unit under this Division the East |
| 11 | | St. Louis Police Department, the Peoria Police Department, the |
| 12 | | Springfield Police Department, or the Waukegan Police |
| 13 | | Department. |
| 14 | | "Social Worker" means a licensed clinical social worker or |
| 15 | | licensed social worker, as those terms are defined in the |
| 16 | | Clinical Social Work and Social Work Practice Act. |
| 17 | | "Station adjustment" has the meaning given to that term in |
| 18 | | Section 1-3 of the Juvenile Court Act of 1987. |
| 19 | | "Unit" means a co-responder unit created under this |
| 20 | | Division. |

| 2 | | Sec. 11-1.5-10. Establishment; responsibilities; focus. |
| 3 | | (a) The East St. Louis Police Department, the Peoria |
| 4 | | Police Department, the Springfield Police Department, and the |
| 5 | | Waukegan Police Department Each department shall establish, |
| 6 | | subject to appropriation, a co-responder unit no later than 6 |
| 7 | | months after May 10, 2022 (the effective date of Public Act |
| 8 | | 102-756) this amendatory Act of the 102nd General Assembly, |
| 9 | | including the hiring of personnel as provided in this |
| 10 | | Division. |
| 11 | | (a-5) Any police department not described in subsection |
| 12 | | (a) may establish a co-responder unit under this Division, |
| 13 | | including the hiring of personnel as provided in this |
| 14 | | Division. |
| 15 | | (b) Along with the duties described in Sections 11-1.5-15 |
| 16 | | and 11-1.5-20, the unit's social workers are responsible for |
| 17 | | conducting follow-up visits for victims who may benefit from |
| 18 | | mental or behavioral health services. The unit shall utilize |
| 19 | | community resources, including services provided through the |
| 20 | | Department of Human Services and social workers in juvenile |
| 21 | | and adult investigations, to connect individuals with |
| 22 | | appropriate services. |
| 23 | | (c) The unit's primary area of focus shall be victim |
| 24 | | assistance. |
