| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The River Conservancy Districts Act is amended |
| 5 | | by changing Section 6 as follows:
|

| 7 | | Sec. 6. The board of trustees shall exercise all of the |
| 8 | | powers and control the affairs and property of the district. |
| 9 | | The board at their first meeting in May of each year shall |
| 10 | | elect one of their number as president, one of their number as |
| 11 | | vice-president and one of their number as secretary. The board |
| 12 | | may appoint an engineer who may be an individual, |
| 13 | | co-partnership or corporation, an attorney, an executive |
| 14 | | vice-president, a manager, a treasurer, and other engineers, |
| 15 | | attorneys, agents, clerks and assistants for the district who |
| 16 | | shall hold office during the pleasure of the board and who |
| 17 | | shall give such bond as the board may require. The board may |
| 18 | | prescribe the duties and fix the compensation of all the |
| 19 | | officers and employees of the district. Annually the board |
| 20 | | will set the member compensation to be paid solely out of the |
| 21 | | funds of the district. A member of the board may not receive |
| 22 | | more than $3,000 per annum. The board may pass all necessary |
| 23 | | ordinances, rules and regulations. |
