2 | | AMENDMENT NO. ______. Amend Senate Bill 2876 by replacing |
3 | | everything after the enacting clause with the following: |
4 | | "Section 1. Short title. This Act may be cited as the Large |
5 | | Event Facilities Act. |
6 | | Section 5. Definition of event facility. In this Act, |
7 | | "event facility" means a permanent structure for holding |
8 | | public meetings or public events, including, but not limited |
9 | | to, baseball games, football games, hockey games, automobile |
10 | | races, or other musical, dramatic, artistic, social, or |
11 | | athletic events. "Event facility" includes a convention |
12 | | center. "Event facility" does not include a school stadium, a |
13 | | county fair, or a hotel. |
14 | | Section 10. Recycling and composting requirements. |
15 | | (a) On and after January 1, 2025, an owner or operator of |

1 | | an event facility that has a maximum legal capacity or |
2 | | occupancy of at least 3,500 persons shall offer the following: |
3 | | (1) the recycling of items that are generated at a |
4 | | public meeting or public event held at the event facility, |
5 | | including, but not limited to, glass, aluminum cans, |
6 | | cardboard, paper, and plastic beverage cups or bottles; |
7 | | (2) the transfer of these recyclable materials to a |
8 | | recycling center for processing; the recyclable materials |
9 | | may be transferred to a recycling center in the same |
10 | | manner in which they were collected within the event |
11 | | facility; and |
12 | | (3) the composting of organic waste, which shall be |
13 | | collected separately from the collection of recyclable |
14 | | materials, in counties with composting facilities. |
15 | | (b) An owner or operator of an event facility shall be in |
16 | | compliance with this Section if the owner or operator offers |
17 | | the disposal of recyclable materials and organic waste in |
18 | | separate containers clearly labeled and distributed throughout |
19 | | the event facility. |
20 | | Section 15. Penalties. |
21 | | (a) An owner or operator of an event facility that commits |
22 | | a violation of this Act is guilty of a business offense and |
23 | | shall be fined not less than $750 and not more than $1,500 for |
24 | | the first offense. An owner or operator of an event facility |
25 | | that commits a second or subsequent violation of this Act is |
