2 | | resource allocation for future initiatives. |
3 | | (e) The intent of this Act is to require the Department of |
4 | | Commerce and Economic Opportunity, in collaboration with |
5 | | affected State agencies, to compile a detailed report within |
6 | | 18 months after the effective date of this Act, providing a |
7 | | comprehensive overview of all State-funded job training and |
8 | | workforce development programs in Illinois. |
9 | | (f) It is the intent of the General Assembly to ensure that |
10 | | Illinois residents receive maximum benefit from State and |
11 | | federally funded programs and that the State is able to make |
12 | | informed policy decisions based on a thorough understanding of |
13 | | the impact of these initiatives. |
14 | | (g) It is the further intent of the General Assembly that |
15 | | the reporting requirements established by this Act serve as a |
16 | | mechanism to identify successful programs, areas for |
17 | | improvement, and potential areas of duplication or overlap in |
18 | | order to optimize the efficiency and effectiveness of State |
19 | | and federally funded job training and workforce development |
20 | | efforts. |
21 | | Section 10. Reporting requirements. |
22 | | (a) Within 18 months after the effective date of this Act, |
23 | | the Department of Commerce and Economic Opportunity, in |
24 | | coordination with relevant State agencies, shall compile a |
25 | | report concerning all State and federally funded job training |

1 | | and workforce development programs in this State. If |
2 | | practicable, the report shall also include trade |
3 | | apprenticeship programs, healthcare-related training programs |
4 | | offered by healthcare providers, manufacturing training, and |
5 | | job training and workforce development programs funded solely |
6 | | by units of local government. |
7 | | (b) The report shall identify each State and federally |
8 | | funded job training and workforce development program in this |
9 | | State and, if practicable, trade apprenticeship programs, |
10 | | healthcare-related training programs offered by healthcare |
11 | | providers, manufacturing training, and job training and |
12 | | workforce development programs funded solely by units of local |
13 | | government. The report shall also provide, at a minimum, the |
14 | | following information about each program: |
15 | | (1) the name of the State agency that appropriated the |
16 | | funding for the program; |
17 | | (2) the source of the funding for the program; and |
18 | | (3) the name and location of the organizations that |
19 | | received funding under the program in the calendar year |
20 | | preceding the report date. |
21 | | (c) Notwithstanding any other provision in this Act, the |
22 | | report outlined in Section 10 may not include |
23 | | employer-sponsored training programs. |
24 | | Section 15. Coordination with State agencies. Relevant |
25 | | State agencies shall collaborate with the Department of |

1 | | Commerce and Economic Opportunity to ensure the timely and |
2 | | accurate collection of information required for the report |
3 | | described in Section 10. |
4 | | Section 20. Publication and accessibility. The Department |
5 | | of Commerce and Economic Opportunity shall submit the report |
6 | | described in Section 10 to the General Assembly and the |
7 | | Governor and make the report accessible to the public on the |
8 | | Department's website no later than 18 months after the |
9 | | effective date of this Act. |
10 | | Section 25. Department contracts. The Department of |
11 | | Commerce and Economic Opportunity may contract with the |
12 | | statewide Illinois Longitudinal Data System (ILDS) to carry |
13 | | out the provisions of this Act. |
14 | | Section 99. Effective date. This Act takes effect upon |
15 | | becoming law. |
