SYNOPSIS AS INTRODUCED:

    Amends the Department of Human Services Act. Requires the Department of Human Services to, subject to appropriation, establish and administer a Crisis Nursery Grant Program to award grants to crisis nursery service providers. Provides that successful grantees under the program shall comply with policies and procedures on program, data, and expense reporting as developed by the Department. Requires the Department to seek to attain any federal grants or other funding that may be available for the purpose of the program. Provides that funds received by the Department shall supplement and not supplant other existing or new federal, State, or local sources of funding for crisis nursery services. Provides that any new federal funding received shall supplement and not supplant funding for the program. Requires successful grantees under the Crisis Nursery Grant Program to submit an annual report to the Department that includes the following information: (i) the expenditures of the crisis nursery service provider; (ii) the number and demographics of families served over a one-year period; and (iii) any other funds received outside of the State grant. Creates the Crisis Nursery Fund to hold any moneys appropriated to the Department for the Crisis Nursery Grant Program, any federal grants or other funding received by the Department for the program, and all other moneys received by the Fund from any other source. Amends the State Finance Act to add the Crisis Nursery Fund to the list of Funds under the Act.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-80 as follows:
 
6    (20 ILCS 1305/10-80 new)
7    Sec. 10-80. Crisis Nursery Grant Program.
8    (a) The General Assembly finds that the State has an
9interest in prioritizing the health and safety of children
10through the provision of respite and short-term care for
11families experiencing a crisis. Crisis nurseries work with
12families to provide immediate intervention and short-term care
13for children under 6 years of age.
14    (b) As used in this Section:
15    "Crisis nursery service provider" means a service provider
16that operate 24 hours a day, every day of the calendar year to
17provide immediate intervention and short-term care to families
18of children under 6 years of age. Crisis nursery services
19include, but are not limited to, round-the-clock crisis care,
20children's groups, home visiting, parenting classes, parent
21support groups, crisis counseling, and referral and linkage to
22after care services, such as long-term child care
23arrangements, substance abuse services, mental health

1services, and domestic violence services.
2    "Program" means the Crisis Nursery Grant Program.
3    (c) Crisis Nursery Grant Program.
4        (1) Subject to appropriation, the Department shall
5    establish and administer a Crisis Nursery Grant Program to
6    award grants to crisis nursery service providers in
7    accordance with this Section and any other rules that may
8    be adopted by the Department. Successful grantees under
9    this program shall comply with policies and procedures on
10    program, data, and expense reporting as developed by the
11    Department, in consultation with the Governor's Office of
12    Management and Budget.
13        (2) The Department shall seek to attain any federal
14    grants or other funding that may be available for the
15    purposes of this Section.
16        (3) Funds received under this Section shall supplement
17    and not supplant other existing or new federal, State, or
18    local sources of funding for crisis nursery services. Any
19    new federal funding received shall supplement and not
20    supplant funding for this program.
21    (d) The Crisis Nursery Fund is created as a special fund in
22the State treasury. The Funds shall consist of any moneys
23appropriated to the Department for the Crisis Nursery Grant
24Program, any federal grants or other funding received by the
25Department for the Crisis Nursery Grant Program, and all other
26moneys received by the Fund from any other source. Moneys in

1the Fund shall be expended for the Crisis Nursery Grant
2Program and for no other purpose. All interest earned on
3moneys in the Fund shall be deposited into the Fund.
4    (e) Report on expenditures and data collection. Successful
5grantees under the Crisis Nursery Grant Program must submit an
6annual report to the Department that includes the following
7information:
8        (1) The expenditures of the crisis nursery service
9    provider.
10        (2) The number and demographics of families served
11    over a one-year period.
12        (3) Any other funds received outside of the State
13    grant.
 
14    Section 10. The State Finance Act is amended by adding
15Section 5.1015 as follows:
