2023 and 2024 SB3299 Introduced 2/7/2024, by Sen. Mike Simmons SYNOPSIS AS INTRODUCED: | | | Amends the Arts Council Act. Requires the Illinois Arts Council, subject to appropriation, to establish a statewide arts and humanities initiative to capture current Illinois culture, values, and beauty. Specifies that the initiative shall begin on January 1, 2025 and shall end on December 31, 2025. Authorizes eligible applicants to submit art and humanities project ideas to the Council from July 1, 2024 through September 1, 2024. Allows the Illinois Arts Council to consult with the Illinois Humanities Council, Inc., and other arts and cultural institutions in the development of the initiative and to adopt any rules necessary to implement and administer the initiative. Effective immediately. |

1 | | AN ACT concerning State government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Arts Council Act is amended by adding |
5 | | Section 4.4 as follows: |
6 | | (20 ILCS 3915/4.4 new) |
7 | | Sec. 4.4. Arts and humanities initiative. Subject to |
8 | | appropriation, the Council shall establish a statewide arts |
9 | | and humanities initiative to capture current Illinois culture, |
10 | | values, and beauty. Inspired by arts and humanities projects |
11 | | undertaken in the 1930s and funded by the federal government, |
12 | | this initiative is intended to capture Illinois as it is today |
13 | | so that children and future Illinoisans can look back in time |
14 | | and understand what the State was like in 2025. The initiative |
15 | | shall begin on January 1, 2025 and shall end on December 31, |
16 | | 2025. Eligible applicants may submit art and humanities |
17 | | project ideas to the Council from July 1, 2024 through |
18 | | September 1, 2024. The Council may consult with the Illinois |
19 | | Humanities Council, Inc., and other arts and cultural |
20 | | institutions in the development of the initiative and may |
21 | | adopt any rules necessary to implement and administer the |
22 | | initiative established under this Section, including, but not |
23 | | limited to, rules establishing criteria for the selection of |
