| 4 | "(k) The Agency shall do all other things necessary, | ||||||
| 5 | incidental, or appropriate for the implementation of this Act, | ||||||
| 6 | including the adoption of rules in accordance with the | ||||||
| 7 | Illinois Administrative Procedure Act.". | ||||||
