1    AN ACT concerning commuter passenger rail service.
 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly:
 
4    Section 5. The Transportation Cooperation Act of 1971 is 
5amended by adding Section 7.5 as follows:
 
6    (5 ILCS 225/7.5 new)
7    Sec. 7.5. Rail safety recommendation report.
8    (a) A railroad passenger service or Association shall 
9issue an annual report on or before December 31 of each year 
10containing all rail safety recommendations made by the 
11National Transportation Safety Board during the previous 12 
12months and the status of the service's or Association's 
13implementation of those recommendations. The report shall be 
14made publicly available on the website of the rail passenger 
15service or Association.
16    (b) The Federal Railroad Corporation may issue an annual 
17report on or before December 31 of each year containing all 
18rail safety recommendations made by the National 
19Transportation Safety Board during the previous 12 months and 
20the status of the Corporation's implementation of those 
21recommendations. If the Corporation voluntarily issues a 
22report under this subsection, the Corporation shall make the 
23report publicly available on the Corporation's website.

1    Section 10. The Department of Transportation Law of the 
2Civil Administrative Code of Illinois is amended by adding 
3Section 2705-423 as follows:
 
4    (20 ILCS 2705/2705-423 new)
5    Sec. 2705-423. Rail safety recommendation report. The 
6Department shall issue an annual report on or before December 
731 of each year containing all rail safety recommendations 
8made by the National Transportation Safety Board during the 
9previous 12 months and the status of the Department's 
10implementation of those recommendations. The report shall be 
11made publicly available on the Department's website.
 
12    Section 15. The Bi-State Development Agency Act is amended 
13by adding Section 8.5 as follows:
 
14    (45 ILCS 105/8.5 new)
15    Sec. 8.5. Rail safety recommendation report. The Bi-State 
16Development Agency may issue an annual report on or before 
17December 31 of each year containing all rail safety 
18recommendations made by the National Transportation Safety 
19Board during the previous 12 months and the status of the 
20Corporation's implementation of those recommendations. If the 
21Bi-State Development Agency voluntarily issues a report under 
22this Section, the Bi-State Development Agency shall make the

1report publicly available on the Agency's website.

3    Section 20. The Regional Transportation Authority Act is 
4amended by adding Section 5.15 as follows:
 
5    (70 ILCS 3615/5.15 new)
6    Sec. 5.15. Rail safety recommendation report. The Regional 
7Transportation Authority, the Chicago Transit Authority, and 
8the Commuter Rail Division shall issue an annual report on or 
9before December 31 of each year containing all rail safety 
10recommendations made by the National Transportation Safety 
11Board during the previous 12 months and the status of the 
12Regional Transportation Authority's, the Chicago Transit 
13Authority's, and the Commuter Rail Division's implementation 
14of those recommendations, including for any recommendations 
15within the Regional Transportation Authority's 
16extra-territorial authority, if any. The reports shall be made 
17publicly available on the Regional Transportation Authority's 
18website.
 
19    Section 99. Effective date. This Act takes effect July 1, 
202024.
