SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Abuse and Corruption by Public Officials in the City of Chicago Task Force Act. Creates the Abuse and Corruption by Public Officials in the City of Chicago Task Force and provides that the Task Force shall study the economic and social impact that abuse and corruption committed by public officials has on the City of Chicago and develop and propose policies and procedures to prevent future misuse of power. Sets forth the membership of the Task Force, who shall serve without compensation. Includes provisions on Task Force meetings and administrative support. Requires the Task Force to review available research, data, and best practices and take expert witness testimony and to produce and submit a report detailing the Task Force's findings, recommendations, and needed resources to the General Assembly and the Governor on or before June 30, 2026. Repeals the Act and dissolves the Task Force on January 1, 2027. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Abuse
5and Corruption by Public Officials in the City of Chicago Task
6Force Act.
 
7    Section 5. Findings. The General Assembly finds:
8        (1) According the City of Chicago's data, from 2019 to
9    2023, Chicago taxpayers spent $280,000,000 on lawsuits
10    alleging Chicago police officers committed some form of
11    misconduct. In total, Chicago taxpayers have paid
12    $710,000,000 between 2011 and 2023 on lawsuits alleging
13    Chicago police officers committed misconduct, an average
14    of $4,500,000 per month.
15        (2) The brave men and women in law enforcement risk
16    their lives every day to protect our communities and they
17    deserve the State's support. That includes seeking out bad
18    actors and reforming policies that do not support the
19    stated mission of the Chicago Police Department to protect
20    the lives, property, and rights of all people, to maintain
21    order, and to enforce the law impartially.
 
22    Section 10. Creation. The Abuse and Corruption by Public

1Officials in the City of Chicago Task Force is created. The
2Task Force shall study the economic and social impact that
3abuse and corruption committed by public officials has on the
4City of Chicago and develop and propose policies and
5procedures to prevent future misuse of power.
 
6    Section 15. Membership; meetings; administrative support.
7    (a) The Task Force is composed of the following members:
8        (1) one member of the Senate who represents the City
9    of Chicago appointed by the Governor;
10        (2) one member of the House of Representatives who
11    represents the City of Chicago appointed by the Governor;
12        (3) two individuals representing community
13    organizations, criminal justice organizations, or both,
14    appointed by the Governor;
15        (4) two individuals representing the business
16    community of Chicago appointed by the Governor;
17        (5) one individual who has been affected by abuse or
18    corruption by a public official appointed by the Governor;
19    and
20        (6) the Superintendent of the Chicago Police
21    Department or the Superintendent's designee, ex officio
22    and nonvoting.
23    Members of the Task Force shall serve without
24compensation. All appointments under this subsection shall be
25made within 30 days after the effective date of this Act.

1    (b) Members of the Task Force shall appoint a chair and
2vice-chair. The Task Force shall meet at least 4 times with the
3first meeting occurring within 60 days after the effective
4date of this Act.
5    (c) The Illinois Criminal Justice Information Authority
6shall provide administrative and technical support to the Task
7Force and be responsible for administering its operations and
8ensuring that the requirements of the Task Force are met.
 
9    Section 20. Report. The Task Force shall review available
10research, data, and best practices and take expert witness
11testimony. The Task Force shall produce and submit a report
12detailing the Task Force's findings, recommendations, and
13needed resources to the General Assembly and the Governor on
14or before June 30, 2026.
 
15    Section 25. Repeal; dissolution of Task Force. This Act is
16repealed and the Task Force is dissolved on January 1, 2027.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.
