2 | WHEREAS, The Professional Review Panel is responsible for | ||||||
3 | evaluating and recommending modifications to the | ||||||
4 | Evidence-Based Funding Formula to ensure all students have | ||||||
5 | access to a quality education, including special education and | ||||||
6 | related services; and | ||||||
7 | WHEREAS, High caseloads, meaning the number of students | ||||||
8 | assigned to an individual clinician, are contributing to | ||||||
9 | Illinois' clinician shortage and are adversely impacting the | ||||||
10 | related services districts can provide; and | ||||||
11 | WHEREAS, The National Association of School Social Workers | ||||||
12 | recommends that individual caseloads of school social workers | ||||||
13 | should not exceed 250 students; and | ||||||
14 | WHEREAS, The National Association of School Psychologists | ||||||
15 | recommends that individual caseloads of school psychologists | ||||||
16 | should not exceed 500 students; and | ||||||
17 | WHEREAS, The American School Counselor Association | ||||||
18 | recommends that individual caseloads of school counselors | ||||||
19 | should not exceed 250 students; and | ||||||
20 | WHEREAS, The National Association of School Nurses |

1 | recommends that individual caseloads of school nurses should | ||||||
2 | not exceed 750 students; and | ||||||
3 | WHEREAS, The American Speech-Language-Hearing Association | ||||||
4 | recommends that individual caseloads of speech-language | ||||||
5 | pathologists should not exceed 60 students; therefore, be it | ||||||
6 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
7 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF | ||||||
8 | REPRESENTATIVES CONCURRING HEREIN, that we direct the | ||||||
9 | Professional Review Panel and the Illinois State Board of | ||||||
10 | Education to conduct the analysis and financial modeling | ||||||
11 | required to evaluate the implications of implementing the | ||||||
12 | recommended maximum caseloads for school social workers, | ||||||
13 | school psychologists, school counselors, school nurses, and | ||||||
14 | speech-language pathologists working in schools; and be it | ||||||
15 | further | ||||||
16 | RESOLVED, That the Professional Review Panel and the | ||||||
17 | Illinois State Board of Education shall submit their findings | ||||||
18 | in a written report to the General Assembly and Governor by | ||||||
19 | December 31, 2025. |
