|
2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of David Stover, who passed away on April |
4 | | 2, 2023; and
|
5 | | WHEREAS, David Stover was born in Centralia to Dan and |
6 | | Rosalee Stover on November 12, 1946; he lived
in Centralia |
7 | | until he moved to Carbondale to attend Southern Illinois |
8 | | University (SIU); he graduated
and returned later to earn his |
9 | | master's degree in rehabilitation administration and |
10 | | counseling; he married Janet Dhom on August 28, 1977; and
|
11 | | WHEREAS, David Stover's proudest professional achievements |
12 | | were serving as the first executive director of the Illinois
|
13 | | Association of Rehabilitation Facilities, serving as CEO of |
14 | | the American Medical
Rehabilitation Providers Association, and |
15 | | founding his own company, Futures in Rehabilitation
|
16 | | Management; and |
17 | | WHEREAS, David Stover and Janet endowed a scholarship
at |
18 | | SIU to support the next generations of rehabilitation |
19 | | professionals who work with persons with
disabilities; he |
20 | | served in leadership roles and helped raise funds for the |
21 | | Springfield Boys and Girls
Club, led efforts to bring the |
22 | | National High School Rodeo Association to Springfield, the |

1 | | first
time the rodeo was hosted east of the Mississippi River, |
2 | | and worked with a committed group of
neighbors to create the |
3 | | Round Prairie Co-op and bring water to hundreds of rural |
4 | | homes; and |
5 | | WHEREAS, David Stover was recognized many times in his |
6 | | life for professional and personal achievements; and |
7 | | WHEREAS, David Stover designed the underground home where |
8 | | he and Janet lived for 32 years, and he reveled in the fact
|
9 | | that it was featured on HGTV; his
passions included spending |
10 | | time with friends, playing guitar, cooking, and enjoying
life |
11 | | at Ft. Myers Beach, Florida; and
|
12 | | WHEREAS, David Stover was an entrepreneur, musician, and |
13 | | mentor, but his proudest accomplishments
were being a father, |
14 | | papaw, husband, brother, and friend; and
|
15 | | WHEREAS, David Stover was preceded in death by his parents |
16 | | and his brother, Donny; and
|
17 | | WHEREAS, David Stover is survived by his wife, Janet; his |
18 | | daughters, Amy (Michael) Cheatham and Charlene (Mike)
Walsh; |
19 | | his grandson, Noah; his brother, Danny (Linda) Stover; his |
20 | | sister-in-law, Jan Stover; his nephews,
Brennan, Dannon, Zach, |
21 | | and Gabe; and his friend and first wife, Susan (Richard)

2 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
3 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
4 | | David Stover and extend our sincere condolences to his family, |
5 | | friends, and all who knew and loved him; and be it further
|
6 | | RESOLVED, That a suitable copy of this resolution be |
7 | | presented to the family of David Stover as an expression of our |
8 | | deepest sympathy.
