| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Richard P. "Dick" Robinson of | ||||||
| 4 | Springfield, who passed away on January 1, 2024; and | ||||||
| 5 | WHEREAS, Dick Robinson was born to Robert Junior and Doris | ||||||
| 6 | Mason Robinson in Sebring, Florida on December 22, 1942; he | ||||||
| 7 | graduated from the Air Force Military Dependents High School | ||||||
| 8 | in Madrid, Spain; he attended college at Colorado State | ||||||
| 9 | University at Pueblo, Lincoln College, and the University of | ||||||
| 10 | Illinois Springfield; he served in the U.S. Air Force from | ||||||
| 11 | October 1961 to October 1965, achieving the rank of airman | ||||||
| 12 | first class; he married Marie Cunningham Malek on November 19, | ||||||
| 13 | 1993; and | ||||||
| 14 | WHEREAS, Dick Robinson earned a reputation as a committed | ||||||
| 15 | and effective State of Illinois administrator and community | ||||||
| 16 | service leader; during his public service career, he served in | ||||||
| 17 | the offices of the Illinois Secretary of State, the Illinois | ||||||
| 18 | Attorney General, and the Illinois Department of Human | ||||||
| 19 | Services; he also participated in the political process, | ||||||
| 20 | working for Jim Edgar's successful election campaign for | ||||||
| 21 | Illinois Governor in 1990; and | ||||||
| 22 | WHEREAS, In the Secretary of State's office, Dick Robinson | ||||||

| 1 | helped lead an initiative to return state license plate | ||||||
| 2 | manufacturing to Illinois, moving it to a non-profit entity to | ||||||
| 3 | employ persons with disabilities; as deputy director of | ||||||
| 4 | Business Services, he also played a role in implementing the | ||||||
| 5 | State of Illinois' Limited Liability Companies Act, and he | ||||||
| 6 | presented the State's then-groundbreaking program nationally; | ||||||
| 7 | he retired from public service in 2003; and | ||||||
| 8 | WHEREAS, Dick Robinson was a proud and active member of | ||||||
| 9 | Rotary International, beginning in Lincoln in 1977, and he | ||||||
| 10 | later belonged to the Springfield Sunrise Club; he served as | ||||||
| 11 | club president from 1998 to 1999 and as district governor for | ||||||
| 12 | Rotary District 6460 from 2006 to 2007; he was a Paul Harris | ||||||
| 13 | Fellow and a Rotary Foundation Benefactor; he represented | ||||||
| 14 | Rotary International during the 2006 St. Louis Cardinals World | ||||||
| 15 | Championship season, even throwing out the first pitch at | ||||||
| 16 | Busch Stadium; and | ||||||
| 17 | WHEREAS, Dick Robinson served on the local board of the | ||||||
| 18 | American Cancer Society's Relay for Life, the Epilepsy | ||||||
| 19 | Foundation District Board, and SPARC; he also served as vice | ||||||
| 20 | chairman for the International Association of Corporate | ||||||
| 21 | Administrators; and | ||||||
| 22 | WHEREAS, Dick Robinson was an avid fan of the University | ||||||
| 23 | of Illinois Fighting Illini, the St. Louis Cardinals, and the | ||||||

| 1 | Dallas Cowboys; he participated in a Land of Lincoln Honor | ||||||
| 2 | Flight to Washington, D.C. in September 2022; and | ||||||
| 3 | WHEREAS, Dick Robinson was a loving husband, father, | ||||||
| 4 | grandfather, and friend; and | ||||||
| 5 | WHEREAS, Dick Robinson was preceded in death by his | ||||||
| 6 | parents; and | ||||||
| 7 | WHEREAS, Dick Robinson is survived by his wife, Marie | ||||||
| 8 | Malek Robinson; his brother, Charles Arthur (Susan) Robinson; | ||||||
| 9 | his sisters, Cheryl Williams and Doris (Kevin) Funk; his | ||||||
| 10 | children, Eric (Kim) Robinson, Dana (Kim) Robinson, Joe | ||||||
| 11 | (Seanna) Malek, and Jason (Karly) Malek; his grandchildren, | ||||||
| 12 | Emily Robinson, Bayley Robinson (Sam) Cooper, Braidy Robinson, | ||||||
| 13 | Alena Malek, Claire Carmean, Joey Malek, and Addie Malek; | ||||||
| 14 | therefore, be it | ||||||
| 15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
| 16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 17 | Richard P. "Dick" Robinson and extend our sincere condolences | ||||||
| 18 | to his family, friends, and all who knew and loved him; and be | ||||||
| 19 | it further | ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to the family of Dick Robinson as an expression of | ||||||
