2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Dr. John Phair, who passed away on | ||||||
4 | February 19, 2024 at the age of 89; and | ||||||
5 | WHEREAS, Dr. Phair was born in Paris, France on July 17, | ||||||
6 | 1934; he attended Yale University and received his medical | ||||||
7 | degree from the University of Cincinnati in 1960; he later | ||||||
8 | returned to Yale to train in internal medicine and infectious | ||||||
9 | diseases; and | ||||||
10 | WHEREAS, During the 1960s, Dr. Phair studied the impact of | ||||||
11 | radiation on atomic bomb survivors in Hiroshima, Japan for the | ||||||
12 | Atomic Bomb Casualty Commission; and | ||||||
13 | WHEREAS, Amid the outbreak of the AIDS epidemic, Dr. Phair | ||||||
14 | defended patients against discrimination and advocated for | ||||||
15 | children who were affected by the disease; and | ||||||
16 | WHEREAS, Dr. Phair embraced the opportunity to investigate | ||||||
17 | HIV and AIDS in the early days of the crisis; from 1987 to | ||||||
18 | 2012, he served as chairman of the executive committee for the | ||||||
19 | groundbreaking Multicenter AIDS Cohort Study, a National | ||||||
20 | Institutes of Health-supported investigation of the history of | ||||||
21 | HIV; and |

1 | WHEREAS, Dr. Phair helped establish the Chicago AIDS | ||||||
2 | Clinical Trials Unit, which was part of the AIDS Clinical | ||||||
3 | Trial Group of medical centers studying the treatment of HIV | ||||||
4 | and its complications; and | ||||||
5 | WHEREAS, Dr. Phair chaired the AIDS Research and Advisory | ||||||
6 | Committee of the National Institute of Allergy and Infectious | ||||||
7 | Diseases from 2000 to 2002; he also authored more than 365 | ||||||
8 | research papers and 45 chapters in medical texts; and | ||||||
9 | WHEREAS, Dr. Phair received several awards for his | ||||||
10 | contributions, including the John Philips Memorial Award from | ||||||
11 | the American College of Physicians in 2005 and the | ||||||
12 | International AIDS Society USA Lifetime Leadership Award in | ||||||
13 | 2010; and | ||||||
14 | WHEREAS, Outside of his professional activities, Dr. Phair | ||||||
15 | was fond of dancing and swimming; and | ||||||
16 | WHEREAS, Dr. Phair is survived by his wife, Nancy; his | ||||||
17 | daughter, Liz Phair; his son, Phillip Phair; and three | ||||||
18 | grandchildren; therefore, be it | ||||||
19 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |

1 | Dr. John Phair and extend our sincere condolences to his | ||||||
2 | family, friends, and all who knew and loved him; and be it | ||||||
3 | further | ||||||
4 | RESOLVED, That a suitable copy of this resolution be | ||||||
5 | presented to the family of Dr. Phair as an expression of our | ||||||
6 | deepest sympathy. |
