| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of John A. Spring, former Mayor of |
| 4 | | Quincy, who passed away on December 2, 2024; and |
| 5 | | WHEREAS, John Spring, the son of John C. and Aledo Arnould |
| 6 | | Spring, was born in Kewanee on June 7, 1948; he graduated from |
| 7 | | Alleman High School in Rock Island and attended Quincy |
| 8 | | College; he married Karen Jansen at St. Boniface Catholic |
| 9 | | Church in 1968, and they moved to St. Louis; he graduated from |
| 10 | | the University of Missouri-St. Louis in 1971; and |
| 11 | | WHEREAS, John Spring initially taught science in the |
| 12 | | Parkway School System in the western suburbs of St. Louis |
| 13 | | County; after returning to Quincy with his family in 1974, he |
| 14 | | taught fifth and sixth grades at Monroe Elementary School for |
| 15 | | two years before joining Quincy Notre Dame High School (QND) |
| 16 | | in 1976 to teach biology and coach football and basketball; he |
| 17 | | became the first director of development at QND in 1977, and |
| 18 | | his career spanned 29 years; he fundraised QND into lasting |
| 19 | | financial stability, allowing many capital improvements and |
| 20 | | student scholarships along the way; his success awarded him |
| 21 | | the opportunity to serve on the board of the National Catholic |
| 22 | | Development Conference; in this capacity, he traveled across |
| 23 | | the country to consult with private schools on raising money |

| 1 | | to strengthen Catholic education; and |
| 2 | | WHEREAS, John Spring was elected as Mayor of Quincy in |
| 3 | | 2005, and he served in that capacity for the next eight years; |
| 4 | | during his tenure, he firmly believed that a strong |
| 5 | | transportation system would lead to economic growth and |
| 6 | | community development, and he was instrumental in the |
| 7 | | expansion of Amtrak services to Quincy residents; he was noted |
| 8 | | for always putting citizens first while working |
| 9 | | collaboratively with others to move the city forward; and |
| 10 | | WHEREAS, John Spring further served his community through |
| 11 | | numerous organizations and boards over the years, including |
| 12 | | the Quincy Service Club, the Salvation Army, the Quincy Notre |
| 13 | | Dame Foundation, Transitions of Western Illinois, the Quincy |
| 14 | | Art Center, the National Catholic Development Conference, the |
| 15 | | Great River Economic Development Foundation, the Illinois |
| 16 | | Municipal League, the U.S. Conference of Mayors, the National |
| 17 | | League of Cities, the Quincy Fire and Police Commission, the |
| 18 | | Quincy Water Commission, the Illinois State Police Merit |
| 19 | | Board, and the Quincy Sister City Commission; he also |
| 20 | | regularly attended the Quincy Service Club at the Elks Club |
| 21 | | every Friday afternoon; and |
| 22 | | WHEREAS, John Spring was devoted to his faith; he was a |
| 23 | | member of St. Boniface Catholic Church and St. Francis |

| 1 | | Catholic Church through the years; most recently, he also |
| 2 | | loved attending Quincy University's Chapel every Sunday |
| 3 | | morning, where he enjoyed a strong relationship and friendship |
| 4 | | with the Franciscans in Quincy; and |
| 5 | | WHEREAS, John Spring loved golfing with his friends; he |
| 6 | | was an avid listener of KMOX Radio out of St. Louis and the St. |
| 7 | | Louis Cardinals, and he broadcasted many QND basketball and |
| 8 | | football games with WGEM Radio over the years; he loved |
| 9 | | attending sporting events, especially QND or Quincy University |
| 10 | | games; he enjoyed boating, fishing, and spending time with |
| 11 | | family at the Lake of the Ozarks; he and his wife, Karen, loved |
| 12 | | traveling, especially their annual family trips to St. Simons |
| 13 | | Island, Georgia; he also loved attending his children's and |
| 14 | | grandchildren's activities, including many sporting events and |
| 15 | | dance recitals; and |
| 16 | | WHEREAS, John Spring will be remembered as a true public |
| 17 | | servant, a talented artist, and a dear friend; and |
| 18 | | WHEREAS, John Spring was preceded in death by his parents; |
| 19 | | his wife, Karen; and his sister and brother-in-law, Julie |
| 20 | | (Bill) Blohm; and |
| 21 | | WHEREAS, John Spring is survived by his children, Stacey |
| 22 | | (Andrew) Staff, Joshua (Cindy) Spring, and Michael (Brooke) |

| 1 | | Spring; seven grandchildren; his in-laws, Jeff (Melissa) |
| 2 | | Jansen and Diane (Joe) Fennesy; his nephew and nieces; and |
| 3 | | other relatives; therefore, be it |
| 4 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
| 5 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 6 | | John A. Spring, the former Mayor of Quincy, and extend our |
| 7 | | sincere condolences to his family, friends, and all who knew |
| 8 | | and loved him; and be it further |
| 9 | | RESOLVED, That a suitable copy of this resolution be |
| 10 | | presented to the family of John Spring as an expression of our |
| 11 | | deepest sympathy. |
