| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of the Honorable John A. Gorman of | ||||||
| 4 | Washington, who passed away on December 14, 2024; and | ||||||
| 5 | WHEREAS, Judge Gorman was born to John E. and Lorene | ||||||
| 6 | Slagell Gorman in Lincoln on May 5, 1942; he graduated from | ||||||
| 7 | Illinois Wesleyan University, where he served as president of | ||||||
| 8 | Sigma Chi Fraternity; he married Susan Williams in Fairbury on | ||||||
| 9 | June 28, 1964, and they moved to Washington in 1967; he later | ||||||
| 10 | earned his Juris Doctor from the University of Illinois; and | ||||||
| 11 | WHEREAS, Judge Gorman's legal career began at Goldsworthy | ||||||
| 12 | and Fifield, where he eventually became a partner; he was | ||||||
| 13 | appointed as an Associate Judge for the Tenth Judicial Circuit | ||||||
| 14 | Court in 1979; he was appointed as a Circuit Judge of the Tenth | ||||||
| 15 | Judicial Circuit Court by the Illinois Supreme Court, and he | ||||||
| 16 | was elected to that position in November 1982; he was then | ||||||
| 17 | appointed as an Appellate Justice of the Third District | ||||||
| 18 | Appellate Court by the Illinois Supreme Court in 1990; he | ||||||
| 19 | resumed services as a Circuit Judge of the Tenth Judicial | ||||||
| 20 | Circuit Court in December 1992, where he served as Chief from | ||||||
| 21 | 1994 to 1998; he was sworn in as a U.S. Magistrate Judge for | ||||||
| 22 | the Central District of Illinois of the U.S. District Court in | ||||||
| 23 | February 2000, and he retired from the federal bench on | ||||||

| 1 | February 28, 2014; and | ||||||
| 2 | WHEREAS, Judge Gorman was highly regarded for his legal | ||||||
| 3 | acumen, his way with people, and his ability to resolve | ||||||
| 4 | problems, and he used his attributes to affect positive | ||||||
| 5 | change; he helped spearhead the construction of the Peoria | ||||||
| 6 | County Juvenile Detention Center; he also introduced the | ||||||
| 7 | concept of an intensive, treatment-based program for | ||||||
| 8 | nonviolent, first-time drug offenders in the Tenth Judicial | ||||||
| 9 | Circuit Court and the federal system; he was an integral part | ||||||
| 10 | of judicial education formally and informally, and he helped | ||||||
| 11 | countless individuals in the legal profession with addiction; | ||||||
| 12 | and | ||||||
| 13 | WHEREAS, Judge Gorman was known for his intelligence, his | ||||||
| 14 | generosity, his way with words, his love of golf, and his | ||||||
| 15 | hearty sense of humor; he was a loyal friend, and his love for | ||||||
| 16 | family was evident in everything he did; and | ||||||
| 17 | WHEREAS, Judge Gorman was preceded in death by his | ||||||
| 18 | parents; and | ||||||
| 19 | WHEREAS, Judge Gorman is survived by his wife of 60 years, | ||||||
| 20 | Susan; his daughters, Kate Gorman, Kristen (Todd) Jones, and | ||||||
| 21 | Kerry Gorman; seven grandchildren; two great-grandchildren; | ||||||
| 22 | his uncles, Harvey (John) and Leroy; his sister, Mary (Roger) | ||||||

| 1 | Rapp; his brother-in-law, Ray (Ann) Williams; and his nieces | ||||||
| 2 | and nephews; therefore, be it | ||||||
| 3 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
| 4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 5 | the Honorable John A. Gorman and extend our sincere | ||||||
| 6 | condolences to his family, friends, and all who knew and loved | ||||||
| 7 | him; and be it further | ||||||
| 8 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 9 | presented to the family of Judge Gorman as an expression of our | ||||||
| 10 | deepest sympathy. | ||||||
