SENATE RESOLUTION

WHEREAS, Senator Win Stoller has served the people of the 37th Senate District of Illinois with honor and distinction during his tenure in the Illinois Senate, which began in 2021; and

WHEREAS, Senator Stoller is a lifelong resident of Germantown Hills and a proud alumnus of the University of Illinois, where he earned both his degree in accounting and an MBA in Business; and

WHEREAS, Prior to his service in the Illinois Senate, Senator Stoller built a successful career in the private sector, working as an auditor for Price Waterhouse Coopers before dedicating over 25 years to Widmer Interiors in Peoria, where he currently serves as CEO; and

WHEREAS, Senator Stoller's strong commitment to community service is exemplified by his leadership as past Board Chair of the Peoria Area Chamber of Commerce, as past Treasurer of the Business PAC of Central Illinois, and as a 23-year Advisory Board Member and Past President of The Salvation Army; and

WHEREAS, Senator Stoller also served as President of the Rotary Club of Peoria and contributed as a Church Elder and Campus Outreach Board Member at Grace Presbyterian Church for over a decade; and

WHEREAS, As a legislator, Senator Stoller served on task forces and commissions focused on issues such as economic development, public accountability, and technology while holding key positions on Senate committees, including Agriculture, Appropriations, Health and Human Services, Insurance, Revenue, State Government, the Special Committee on Pensions, and State Government Special Issues; and

WHEREAS, Senator Stoller's legislative achievements include the passage of his innovative State and Local Tax (SALT) workaround bill, which created the Pass-through Entity (PTE) tax to provide significant tax relief to Illinois small businesses; and

WHEREAS, Through his SALT Bill, Senator Stoller enabled partnerships and S-corporations to elect to pay State income taxes at the entity level, effectively bypassing the SALT cap and providing financial relief to small business owners, a measure that has positively impacted the State's business climate; and

WHEREAS, Senator Stoller was a key negotiator for the Senate Republicans on the Unemployment Insurance Trust Fund, advocating for responsible fiscal policies to address the State's $4.5 billion Unemployment Insurance Trust Fund deficit brought upon by the COVID-19 pandemic; and

WHEREAS, As a business owner and proponent of pro-business policies, Senator Stoller has consistently championed a common-sense and results-driven approach to policymaking to address the challenges faced by Illinois' residents and businesses; and

WHEREAS, Senator Stoller has been a steadfast advocate for fiscal responsibility, business development, and economic growth in Central and Northwestern Illinois and has represented his constituents with integrity, thoughtfulness, and dedication; and

WHEREAS, Senator Stoller's leadership and service have earned him the respect and admiration of his colleagues in the General Assembly and his constituents, who have benefited from his unwavering commitment to improving the lives of the people of Illinois; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Senator Win Stoller on his retirement from the Illinois General Assembly and commend him for his years of dedicated service to the people of Illinois; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Senator Stoller as an expression of our esteem and best wishes for his future endeavors.
