SENATE RESOLUTION

 
2    WHEREAS, Senator Win Stoller has served the people of the
337th Senate District of Illinois with honor and distinction
4during his tenure in the Illinois Senate, which began in 2021;
5and
 
6    WHEREAS, Senator Stoller is a lifelong resident of
7Germantown Hills and a proud alumnus of the University of
8Illinois, where he earned both his degree in accounting and an
9MBA in Business; and
 
10    WHEREAS, Prior to his service in the Illinois Senate,
11Senator Stoller built a successful career in the private
12sector, working as an auditor for Price Waterhouse Coopers
13before dedicating over 25 years to Widmer Interiors in Peoria,
14where he currently serves as CEO; and
 
15    WHEREAS, Senator Stoller's strong commitment to community
16service is exemplified by his leadership as past Board Chair
17of the Peoria Area Chamber of Commerce, as past Treasurer of
18the Business PAC of Central Illinois, and as a 23-year
19Advisory Board Member and Past President of The Salvation
20Army; and
 
21    WHEREAS, Senator Stoller also served as President of the

1Rotary Club of Peoria and contributed as a Church Elder and
2Campus Outreach Board Member at Grace Presbyterian Church for
3over a decade; and
 
4    WHEREAS, As a legislator, Senator Stoller served on task
5forces and commissions focused on issues such as economic
6development, public accountability, and technology while
7holding key positions on Senate committees, including
8Agriculture, Appropriations, Health and Human Services,
9Insurance, Revenue, State Government, the Special Committee on
10Pensions, and State Government Special Issues; and
 
11    WHEREAS, Senator Stoller's legislative achievements
12include the passage of his innovative State and Local Tax
13(SALT) workaround bill, which created the Pass-through Entity
14(PTE) tax to provide significant tax relief to Illinois small
15businesses; and
 
16    WHEREAS, Through his SALT Bill, Senator Stoller enabled
17partnerships and S-corporations to elect to pay State income
18taxes at the entity level, effectively bypassing the SALT cap
19and providing financial relief to small business owners, a
20measure that has positively impacted the State's business
21climate; and
 
22    WHEREAS, Senator Stoller was a key negotiator for the

1Senate Republicans on the Unemployment Insurance Trust Fund,
2advocating for responsible fiscal policies to address the
3State's $4.5 billion Unemployment Insurance Trust Fund deficit
4brought upon by the COVID-19 pandemic; and
 
5    WHEREAS, As a business owner and proponent of pro-business
6policies, Senator Stoller has consistently championed a
7common-sense and results-driven approach to policymaking to
8address the challenges faced by Illinois' residents and
9businesses; and
 
10    WHEREAS, Senator Stoller has been a steadfast advocate for
11fiscal responsibility, business development, and economic
12growth in Central and Northwestern Illinois and has
13represented his constituents with integrity, thoughtfulness,
14and dedication; and
 
15    WHEREAS, Senator Stoller's leadership and service have
16earned him the respect and admiration of his colleagues in the
17General Assembly and his constituents, who have benefited from
18his unwavering commitment to improving the lives of the people
19of Illinois; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
22Senator Win Stoller on his retirement from the Illinois

1General Assembly and commend him for his years of dedicated
2service to the people of Illinois; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to Senator Stoller as an expression of our esteem
