| 2 | | WHEREAS, Senator Win Stoller has served the people of the |
| 3 | | 37th Senate District of Illinois with honor and distinction |
| 4 | | during his tenure in the Illinois Senate, which began in 2021; |
| 5 | | and |
| 6 | | WHEREAS, Senator Stoller is a lifelong resident of |
| 7 | | Germantown Hills and a proud alumnus of the University of |
| 8 | | Illinois, where he earned both his degree in accounting and an |
| 9 | | MBA in Business; and |
| 10 | | WHEREAS, Prior to his service in the Illinois Senate, |
| 11 | | Senator Stoller built a successful career in the private |
| 12 | | sector, working as an auditor for Price Waterhouse Coopers |
| 13 | | before dedicating over 25 years to Widmer Interiors in Peoria, |
| 14 | | where he currently serves as CEO; and |
| 15 | | WHEREAS, Senator Stoller's strong commitment to community |
| 16 | | service is exemplified by his leadership as past Board Chair |
| 17 | | of the Peoria Area Chamber of Commerce, as past Treasurer of |
| 18 | | the Business PAC of Central Illinois, and as a 23-year |
| 19 | | Advisory Board Member and Past President of The Salvation |
| 20 | | Army; and |
| 21 | | WHEREAS, Senator Stoller also served as President of the |

| 1 | | Rotary Club of Peoria and contributed as a Church Elder and |
| 2 | | Campus Outreach Board Member at Grace Presbyterian Church for |
| 3 | | over a decade; and |
| 4 | | WHEREAS, As a legislator, Senator Stoller served on task |
| 5 | | forces and commissions focused on issues such as economic |
| 6 | | development, public accountability, and technology while |
| 7 | | holding key positions on Senate committees, including |
| 8 | | Agriculture, Appropriations, Health and Human Services, |
| 9 | | Insurance, Revenue, State Government, the Special Committee on |
| 10 | | Pensions, and State Government Special Issues; and |
| 11 | | WHEREAS, Senator Stoller's legislative achievements |
| 12 | | include the passage of his innovative State and Local Tax |
| 13 | | (SALT) workaround bill, which created the Pass-through Entity |
| 14 | | (PTE) tax to provide significant tax relief to Illinois small |
| 15 | | businesses; and |
| 16 | | WHEREAS, Through his SALT Bill, Senator Stoller enabled |
| 17 | | partnerships and S-corporations to elect to pay State income |
| 18 | | taxes at the entity level, effectively bypassing the SALT cap |
| 19 | | and providing financial relief to small business owners, a |
| 20 | | measure that has positively impacted the State's business |
| 21 | | climate; and |
| 22 | | WHEREAS, Senator Stoller was a key negotiator for the |

| 1 | | Senate Republicans on the Unemployment Insurance Trust Fund, |
| 2 | | advocating for responsible fiscal policies to address the |
| 3 | | State's $4.5 billion Unemployment Insurance Trust Fund deficit |
| 4 | | brought upon by the COVID-19 pandemic; and |
| 5 | | WHEREAS, As a business owner and proponent of pro-business |
| 6 | | policies, Senator Stoller has consistently championed a |
| 7 | | common-sense and results-driven approach to policymaking to |
| 8 | | address the challenges faced by Illinois' residents and |
| 9 | | businesses; and |
| 10 | | WHEREAS, Senator Stoller has been a steadfast advocate for |
| 11 | | fiscal responsibility, business development, and economic |
| 12 | | growth in Central and Northwestern Illinois and has |
| 13 | | represented his constituents with integrity, thoughtfulness, |
| 14 | | and dedication; and |
| 15 | | WHEREAS, Senator Stoller's leadership and service have |
| 16 | | earned him the respect and admiration of his colleagues in the |
| 17 | | General Assembly and his constituents, who have benefited from |
| 18 | | his unwavering commitment to improving the lives of the people |
| 19 | | of Illinois; therefore, be it |
| 20 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
